Spinwell is recruiting for a Commercial Manager for an excellent opportunity within the public sector.

RESPONSIBILITIES OF THE COMMERCIAL MANAGER

To support the Senior Commercial Manager in delivering strategic commercial direction for projects and categories from concept through specification, contract and procurement, design, delivery, verification and operational support.

To manage enhancement activity and deliver value through: Supplier Relationship Management; Supply Chain Management and the development and delivery of commercial best practice, processes, governance, guidance and tools.

To manage the provision of a professional compliant procurement service for allocated user stakeholders within the Group to achieve value for money and high stakeholder satisfaction.

To succeed in the role the job holder will be required to deliver and sustain value for money contracts and framework agreements, communicate strategies and policies on clients responsible procurement and corporate H.S.E. requirements, approve compliant procurement strategies across 12-24 month horizon and bridge team skills and development gaps.

Where the job holder is required to carry out Team Leader responsibilities they will be expected to manage and motivate a team and undertake the direct management of staff and efficient management and allocation of staff resources to Procurement Managers under a matrix management model for delivery of projects and transactions, and provide effective support and assistance their managers in managing the team and deputise for the Senior Commercial Manager where required.

SKILLS/EXPERIENCE OF THE COMMERCIAL MANAGER

CIPS or RISQS (full or part qualified)

Experience of working in a rail and/or public sector environment

Experience of managing tenders from strategy to contract award stages

Experience of Contract Management

Knowledge and /or experience of NEC contract forms (desirable)

Available immediately or within 4 weeks
