About the Role:

We are seeking a dynamic and experienced Strategic Commissioning Manager to join our team. You will play a key role in improving service outcomes by overseeing the planning, commissioning, and implementation of essential services. This role requires a strategic thinker with a strong understanding of service provision, quality assurance, and stakeholder engagement.

Key Responsibilities:
  • Oversee and manage the planning, commissioning, and implementation of relevant services to ensure high-quality outcomes.

  • Identify needs and realign service provision where necessary.

  • Develop and maintain effective working relationships with service providers.

  • Monitor and review provider performance, ensuring high standards of quality assurance.

  • Ensure Council strategic objectives are embedded within commissioning functions.

  • Implement strategies for service improvement and track progress.

  • Work closely with senior managers to determine local priorities and service needs.

Requirements:Qualifications & Experience:
  • Educated to degree level or equivalent.

  • Approximately 5 years of experience in managing Commissioning, Contracting, and Placement/Brokerage functions.

  • Proven experience in staff management and project management.

  • Knowledge and experience in safeguarding systems and processes.

  • Strong understanding of legislation, regulations, and guidance relevant to this role.

Skills & Competencies:
  • Collaborative leadership style with the ability to adapt as needed.

  • Ability to prioritise competing risks and challenges in a fast-paced environment.

  • Strong analytical skills to interpret complex data and develop meaningful reports.

  • Excellent communication and interpersonal skills for effective stakeholder engagement.

  • IT literacy and proficiency in relevant software.

  • Ability to build and maintain positive working relationships across disciplines.

  • Understanding of Darlington Borough Council’s supportive and learning-focused culture.
