Job Purpose:
As a Commercial Lead, you will drive the development of commercial strategies and conduct commercial model options analysis for my client's strategic programs. This role involves managing both commercial contracts and grant agreements. A key focus will be to provide commercial insights, attend program oversight board meetings, and ensure effective oversight and assurance on commercial activities.

Person Specification:

Essential Criteria:

  • Demonstrated commercial acumen in achieving value-for-money solutions aligned with business needs
  • Strong negotiation skills for optimal commercial outcomes
  • Proven ability to analyse complex delivery environments and recommend effective commercial and procurement strategies, with strong business case presentation skills
  • Track record of successful contract negotiations
  • Ability to balance stakeholder needs while adhering to government commercial service standards
  • Experience identifying and managing commercial and procurement risks
  • Previous work on complex projects or programs
  • Strong interpersonal skills and relationship-building ability
  • Excellent communication skills, both written and verbal
  • MCIPS qualification or actively working towards (Level 3 or above) or equivalent
  • Expert level in Contract Management Capability Program

Desirable Criteria:

  • Experience with grants, including awareness of grant functional standards and commercial operating standards for grants
  • Project management qualifications (APM, PRINCE2, MSP, or similar)


Key Responsibilities:

  • Develop commercial strategies for major projects and programs, evaluating commercial models to determine optimal mechanisms for meeting objectives, including investment catalysis
  • Innovate and implement new forms of intervention (e.g., public-private partnerships, equity shares, loans) to expand the commercial offering
  • Lead policy revisions in response to public procurement reforms
  • Assist the Assistant Director of Commercial in maintaining and enhancing policy and process standards for contracting and grant competitions, aligned with government commercial principles
  • Oversee and assure commercial activities in accordance with governance and Commercial Functional Standards
  • Proactively support project and program teams, including evaluating proposals, identifying risks, and negotiating outcomes with suppliers and grant recipients
  • Prepare briefs and guidance for various audiences, including teams, non-commercial experts, and potential suppliers
  • Support development of a commercial life-cycle approach aligned with both current and medium-term agency standards
  • Deliver training and raise procurement awareness for Agency staff
  • Build positive relationships within the wider commercial function and across government departments
