Doncaster Council is seeking a qualified Senior Housing Enforcement Officer to coordinate and undertake a range of advisory and regulatory activities within the private rented sector (PRS), focusing on licensing, HHSRS inspections, and management of Houses in Multiple Occupation (HMO). The primary goal of this role is to ensure that properties are safe, suitable, and properly managed to protect tenants and the local community.

Day-to-day of the role:
  • Assist service area managers in the investigation and resolution of requests, providing day-to-day support, coordination, and development of Enforcement Officers.
  • Administer and enforce regulations related to the management of HMOs, including identifying unlicensed HMOs, liaising with relevant parties, drafting and granting licenses, and enforcing conditions.
  • Plan and coordinate a risk-based proactive HHSRS and licensing compliance inspection programme for HMOs to meet legal duties.
  • Conduct proactive and reactive inspections of PRS housing, investigate complaints, and assess potential hazards under the Housing Health and Safety Rating Scheme.
  • Provide professional advice on specific cases, propose remedial actions to bring properties up to statutory and council standards, and take appropriate enforcement actions to secure necessary improvements.
  • Offer advice, information, and educational initiatives to internal and external partners, the public, and other agencies regarding PRS housing standards and management.
  • Analyse evidence, prepare reports under the guidance of service managers, make recommendations, and represent the service area in court/tribunal/hearings.
Required Skills & Qualifications:
  • HHSRS Qualified.
  • Full UK Driving Licence and access to a vehicle.
  • Proven experience in housing enforcement within the private rented sector.
  • Strong organisational and communication skills.
  • Ability to work independently and as part of a team.
  • Experience in managing and coordinating teams.
  • Full knowledge of all housing legislations
