Doncaster Council are currently seeking a Senior Highways Engineer to lead their engineering team in delivering highway maintenance services. The ideal candidate will have a level 5 qualification in Civil Engineering, Highways Maintenance, or a management discipline, with at least 10 years of post-qualification experience. This role is pivotal in ensuring that our highway maintenance services are delivered in line with robust asset management principles and statutory requirements.

Day to Day of the role:
  • Lead an engineering team in the routine maintenance, management, and administration of the highway network.
  • Contribute to the development and review of Highway Infrastructure Asset Management policies, strategies, and plans.
  • Generate, report, and publish local highway “Performance Measures” to support operational benchmarking initiatives.
  • Ensure annual highway safety and service inspections and other data collection surveys are conducted properly and timely.
  • Respond to FOI, Public and Ward Member enquiries, and third-party claims, supporting the council in legal challenges.
  • Manage and respond to complaints, investigations, feasibility studies, and correspondence concerning highway maintenance activities.
  • Oversee the financial administration and management of highway routine maintenance service operations.
Required Skills & Qualifications:
  • Level 5 qualification in Civil Engineering, Highways Maintenance, or a related management discipline.
  • Desirable: 10 years post-qualification experience and a management qualification.
  • Significant experience in highway maintenance management and leading routine maintenance teams.
  • Comprehensive understanding of the Highways Act 1980 and the Highways Code of Practice.
  • Proven senior-level achievement in a complex, customer-focused environment.
  • Track record of leading multi-disciplinary teams to deliver projects and achieve results.
  • Experience in performance management systems, tender preparation, and contract management.
  • Experience in planning and implementing change initiatives.
  • Proven programme and project management skills.
  • Experience managing budgets and developing new policy and strategic service delivery directions.
  • Evidence of Continuing Professional Development.
  • Membership of a relevant professional body is desirable.
