We are seeking an HR Business Partner to provide strategic and operational HR support to designated departments within the local authority. This role is crucial in developing and implementing HR strategies that align with the authority's objectives. The HR Business Partner will also manage HR Advisors and offers flexibility in terms of specialism within the authority.
Day-to-day of the role:- Strategic HR Support: Partner with senior management to understand business needs and develop HR strategies that align with organisational goals.
- Employee Relations: Manage complex employee relations issues, providing advice and support to managers and employees.
- Performance Management: Oversee the performance management process, ensuring it is effectively implemented and supports the development of staff.
- Recruitment and Retention: Lead recruitment efforts for key positions, develop retention strategies, and ensure a smooth onboarding process.
- Policy Development: Contribute to the development and implementation of HR policies and procedures.
- Training and Development: Identify training needs and coordinate development programs to enhance employee skills and career progression.
- Line Management: Provide leadership and support to HR Advisors, ensuring they are effectively managed and developed.
- Change Management: Support organisational change initiatives, providing HR expertise and guidance.
- Compliance: Ensure all HR practices comply with relevant legislation and best practices.
- Leadership: Strong leadership skills with the ability to manage and develop a team.
- Communication: Excellent communication and interpersonal skills.
- Problem-Solving: Strong analytical and problem-solving abilities.
- Flexibility: Ability to adapt to changing priorities and work in a fast-paced environment.
- HR Expertise: In-depth knowledge of HR practices, employment law, and best practices.

- Education: Degree in Human Resources, Business Administration, or a related field.
- Experience: Significant experience in an HR role, preferably within a local authority or public sector organisation.
- Professional Certification: CIPD qualification or equivalent is desirable.
- Specialism: Flexible, depending on the needs of the authority. Areas of specialism could include employee relations, recruitment, learning and development, or organisational development.
