Democratic Services Team Leader – Midlands Based Council

Location: Midlands, Hybrid working (Onsite preferably 2 days a week) Rate: Up to £50 per hour (Umbrella)Duration: Up to 12 months (initial 3 month contract with likely duration up to 12 months)Working Days: Up to 4 days per week

Venn Group are recruiting for a Democratic Services Team Leader to lead the Democracy and Scrutiny Team within a Midlands-based council. This role is key to delivering high-quality Democratic Services driven advice and supporting Governance functions across the Council.

Key Responsibilities:

  • Lead and manage the Democracy and Scrutiny Team.
  • Ensure smooth operation of council meetings, agendas, and statutory compliance.
  • Provide expert advice to elected members and council leadership.
  • Oversee scrutiny projects and research initiatives.
  • Deputise for the Service Delivery Manager and support budget planning.
  • Liaise with external partners and ensure compliance with governance policies.

Key Skills & Experience:

  • Proven leadership in democratic services.
  • Strong understanding of governance, scrutiny, and council operations.
  • Excellent communication and organisational skills.
  • Ability to manage workloads, staff performance, and service improvements.
  • Financial management experience desirable and ICT proficiency.
