We are currently partnering with a Council in the South West, who are recruiting for a Director of Finance and Procurement (Section 151) to lead the Finance, Pensions and Procurement services on a temporary basis.
This is a full-time position requiring weekly office presence. The role will offer a negotiable daily rate (dependent on experience) and the start date is dependent on notice.
Duties will include (but are not limited to):
- Taking responsibility for the corporate management of a range of major council services or a significant statutory function
- Providing the corporate direction and strategic leadership to ensure effective financial management and assurance of the council
- Providing strategic leadership and direction for Finance, Pensions and Procurement services
- Leading the development and delivery of the Medium-Term Financial Strategy and associated plans and providing professional advice and guidance
- Maximising the impact of the council’s revenue and capital investment to ensure effective delivery of priorities
- Producing the annual statement of accounts and liaising with external auditors
- Acting as the pension fund lead adviser, lead for treasury management services and advice
- Set the strategic procurement vision in consultation with key stakeholders, and delivering it through effective policies, processes and procedure
- Contributing to corporate management of strategic risks facing the council
- Representing the council and regional/national level within your service areas
Experience required:
- Substantial experience of strategic financial management in a large diverse organisation
Skills, knowledge and expertise required:
- Accountancy qualification e.g. CIMA, CIPFA, ACCA
- Enhanced DBS is required before appointment
Working hours:
- Full time- 37.5 hours per week
- Once per week in office
