Wiltshire Council is seeking a Senior Manager to oversee and drive strategic service delivery across multiple sectors that impact our local community. This pivotal role offers an opportunity to influence major policy development and contribute to the delivery of services that directly impact Wiltshire residents, partner organisations, and stakeholders.

Role Overview:

The Senior Manager will have substantial authority and responsibility in shaping the direction of services and functions across the council. Reporting directly to senior leadership, you will oversee significant budgets, lead high-profile projects, and manage complex issues that have wide-ranging effects. The role will also require proactive leadership in fostering collaborative relationships with internal and external stakeholders, ensuring continuous improvement in service delivery, and aligning our goals with Wiltshire's values.

Key Responsibilities:

  • Lead and manage services and functions with substantial impact on the council's budget (approx. £872 million) and community services.
  • Influence strategic decisions and provide expert advice to senior management, councillors, and external partners.
  • Lead the development and delivery of key corporate strategies and projects, including innovation in service delivery.
  • Manage substantial budgets across multiple services/functions, ensuring accountability and optimal resource allocation.
  • Oversee and contribute to the continuous development of Wiltshire's workforce and foster a culture of improvement and resilience.
  • Address complex political and strategic challenges with a focus on building resilient communities.
  • Represent the council at local, regional, and national levels, ensuring effective policy alignment and partnership working.

Required Qualifications and Experience:

  • Degree in a relevant field or equivalent experience, alongside relevant professional qualifications (e.g., post-graduate qualifications in management or program delivery).
  • Extensive senior management experience in a large, complex organisation, ideally with experience in local government or public services.
  • Proven track record of managing services and functions at a strategic level, with a focus on continuous improvement and innovation.
  • Strong budget management skills, with experience overseeing multi-million-pound budgets.
