Spencer Clarke Group are seeking an experienced Interim Head of Highways and Transportation to lead and strategically manage all aspects of the Highways and Transportation portfolio on behalf of a local authority client. Reporting to the Director of Operations, this is a pivotal role where you will oversee the delivery of essential services and ensure they align with the Council's vision and priorities.

You will manage a diverse range of operations, including Highways Asset Management, maintenance, Traffic Management, Transportation, and parking services. With a strong focus on innovation, customer service, and compliance, you will lead a team of professionals to deliver high-quality, efficient, and sustainable infrastructure services.

Key Responsibilities

  • Lead the Council's Highways and Transportation functions, ensuring alignment with national and local priorities.
  • Drive service improvements to achieve high standards across highways and transportation operations.
  • Develop and implement strategies that embed transportation considerations into planning processes.
  • Oversee day-to-day operations of the Highways and Transportation portfolio.
  • Manage a budget of approximately £30 million (capital/revenue), ensuring fiscal accountability and optimal allocation of resources.

Key Knowledge and Experience

  • Proven senior management experience in Highways and Transportation or a related field, ideally within a local authority or public/private sector environment.
  • Strong track record in contract management and delivery of major public realm infrastructure projects.
  • Extensive knowledge of highways asset management, traffic management, transportation, and regulatory compliance.
  • Proficiency in programme and project management techniques, such as PRINCE2 Practitioner or equivalent.
  • Degree in a relevant discipline (e.g., Civil Engineering, Transportation).
  • Membership or eligibility for membership in a relevant professional body (e.g., ICE, CIHT, IHE).
  • Evidence of continuing professional development and leadership training.
