Interim Facilities Management Contract Manager

Location: Somerset (Hybrid)

Duration: 6-months ongoing

Day Rate: £420-£525 per day DOE

Spencer Clarke Group are working with a local authority in Somerset to recruit an Interim Facilities Management Contract Manager to support the mobilisation and in-life management of a newly procured NEC4 Facilities Management Contract. This critical role sits within the Hard FM Procurement project team and reports directly to the Head of Corporate Landlord.

Key Responsibilities

  • Lead and support the mobilisation of the NEC4 FMC with the newly appointed supplier

  • Develop and implement internal processes, templates, and governance for the effective management of the contract

  • Act as subject matter expert on NEC4 FMC administration, including early warnings, compensation events, programme management, and performance reporting

  • Advise on and support best practice approaches in contract delivery and compliance

  • Provide guidance and internal training to build capability across the team

  • Ensure the Council fulfils its responsibilities confidently under the Service Manager function (desirable)

Essential Requirements

  • NEC4 ECC Project Manager Accreditation

  • In-depth knowledge of NEC4 contracts, particularly FMC or similar Term Service Contracts

  • Strong, demonstrable experience in the mobilisation, implementation, and in-life management of NEC-based term contracts

  • Practical understanding of contract risk management and performance metrics

  • Ability to provide expert advice and lead on contract-related issues with confidence

  • Experience in or understanding of the Service Manager role under NEC4 FMC - Desirable

  • Background in public sector facilities management or local authority environments
