Interim Facilities Management Contract Manager
Location: Somerset (Hybrid)
Duration: 6-months ongoing
Day Rate: £420-£525 per day DOE
Spencer Clarke Group are working with a local authority in Somerset to recruit an Interim Facilities Management Contract Manager to support the mobilisation and in-life management of a newly procured NEC4 Facilities Management Contract. This critical role sits within the Hard FM Procurement project team and reports directly to the Head of Corporate Landlord.
Key Responsibilities

Lead and support the mobilisation of the NEC4 FMC with the newly appointed supplier

Develop and implement internal processes, templates, and governance for the effective management of the contract

Act as subject matter expert on NEC4 FMC administration, including early warnings, compensation events, programme management, and performance reporting

Advise on and support best practice approaches in contract delivery and compliance

Provide guidance and internal training to build capability across the team

Ensure the Council fulfils its responsibilities confidently under the Service Manager function (desirable)
Essential Requirements

NEC4 ECC Project Manager Accreditation

In-depth knowledge of NEC4 contracts, particularly FMC or similar Term Service Contracts

Strong, demonstrable experience in the mobilisation, implementation, and in-life management of NEC-based term contracts

Practical understanding of contract risk management and performance metrics

Ability to provide expert advice and lead on contract-related issues with confidence

Experience in or understanding of the Service Manager role under NEC4 FMC - Desirable

Background in public sector facilities management or local authority environments
