Job Title: SC Cleared Project Manager - Civil Service Contract

Contract Length: 6 months (likely extension)

Location: Devon (2-4x per month on-site)

Rate: £465 per day (Inside IR35)

Clearance: Active SC Clearance Required

Salt Recruitment is currently seeking an experienced Project Manager to join a Civil Service client on an exciting contract opportunity. This is an initial 6-month contract, with the strong likelihood of an extension, working on a high-impact programme focused on Product Migration and Legacy System Retirement. The role requires an active SC clearance, and the ability to attend the client's Devon office 2-4 times per month.

Role Overview:

As a Project Manager, you will lead and deliver complex projects, ensuring timely, cost-effective, and high-quality outcomes. You will be responsible for driving cloud transformation initiatives, managing third-party suppliers, and utilising Agile and Lean methodologies to oversee the migration and retirement of legacy systems.

Key Responsibilities:

  • Project Delivery: Lead projects from initiation to completion, ensuring alignment with programme goals.
  • Agile & Lean Practices: Coach and lead teams in Agile and Lean methodologies for efficient delivery.
  • Project Management: Oversee project execution using strong leadership and management controls within a complex framework.
  • Business Case Development: Collaborate with specialists to develop robust business cases for approval and execution.
  • Stakeholder Management: Build and maintain relationships with internal and external stakeholders.
  • Risk & Issue Management: Proactively identify and manage risks, issues, and interdependencies across the project.
  • Budget & Resource Management: Develop, monitor, and track project budgets and resources to ensure successful delivery within financial constraints.
  • Change Management: Manage changes in project deliverables, ensuring a smooth transition to Business-as-Usual (BaU).

Desirable Skills & Experience:

  • Cloud Transformation Projects: Experience in managing cloud-based projects, especially within AWS environments.
  • Supplier Management: Proven ability to manage third-party suppliers throughout the project lifecycle.
  • Technical Knowledge: Understanding of scientific code libraries and map layer production is an advantage but not essential.

Essential Qualifications, Skills & Abilities:


  • Project Management Expertise: PRINCE2 Practitioner, APM PMQ Certificate, or equivalent experience in Waterfall or Agile methodologies.
  • Stakeholder Management: Strong communication and conflict resolution skills, with experience managing multiple stakeholders.
  • Leadership: Delivery-focused with strong leadership and problem-solving skills to drive the team and overcome obstacles.
  • Agile Methodologies: Knowledge and experience applying Agile Project Management principles and techniques.
