Our client is looking for an Electrical Project Engineer to work with them on a sugar plant in Bury St Edmunds. This will be an initial contract for 3 months but this will likely be extended to over 12 months as the project progresses.

The scope is to develop documentation required for the project program select phase, which is due for approval before end of March 2025.

This project is designed to enable improvements in operational efficiency through the replacement of obsolete control systems and Motor Control Centres (MCCs), which are critical for the seamless operation of equipment.

An Electrical Project Engineer is required to develop high level design of the existing system and provide recommended design for the next 5 phases of the project. Electrical Project Engineer will be required to provide estimate costing of the MCC upgrade for all 5 phases. The detailed engineering is not required at this stage of the project.

Electrical Project Engineer Scope

The purpose of the work done in this phase is to provide documentation required to provide information to the Project Steering Committee to be able to get decision/approval for the next 5 phases of the project. This includes selection of the MCC areas for each of the 5 phases of the project based on cost, benefit, and risk analysis. The documentation will provide a high-level capital required for the next 5 phases of the project. The major constraint for this project is limited plant shutdown period availability. The short outage could be limited to 1 week.

The ECD project will focus on upgrading of the obsolete MCCs across the entire factory. Safety Compliance Survey was conducted on all the MCCs and Control Systems. The project will address electrical safety gaps in the MCC highlighted by the functional safety compliance survey.

In Scope

  • The Electrical document pack will be developed by using existing drawings and information available at the plant. Engineer will be required to spend majority of the time on site to collect information as well as to complete the site survey.
  • Existing Electrical System Status
  • A high-level information pack for the existing electrical system must be developed. The information pack must include following.
  • MCC room layout with relevant MCC and distribution panel details. Existing Visio room layouts are available as a reference.
  • MCC and distribution panel layout with relevant details of each cubicle.
  • Collect existing drawings and provide a list of drawings available for each MCC area.
Electrical Functional Safety

  • A functional safety survey was conducted by Siemens on all the electrical MCCs and distribution panels. The survey report was submitted, and recommendations were provided. These recommendations must be applied to the existing panels and following documentation must be provided to plan risk mitigation.
  • Functional safety recommendation application report relevant to the existing plant.
  • Risk Mitigation plan and required details.
Electrical Upgrade Plan

  • A high-level information pack for the electrical system upgrade plan must be developed. The information pack must include following. The short shutdown period of 1 week should be the core of the proposed upgrade plan.
  • Proposed MCC room layout.
  • Proposed MCC/distribution panel layout.
  • Technology selection recommendations. This should support the project constraint.
  • High level panel replacement plan to support short shutdown period.
  • MCC interface with PLC recommendation. E.g. Hardwired marshalling panel, bus communication. Etc.
  • High level User Requirement Specifications.
  • Electrical Upgrade 5-year phases
  • A 5-year phasing of the proposed electrical upgrade plan must be developed. The phasing approach must be discussed with factory operations team to agree on the final phasing of the upgrade plan. Following documents must be provided to the project team to allow for decision making on the project phasing.
  • Proposed electrical upgrade phasing approach with areas allocated to each phase of the project.
  • High level project costs for each phase of the proposed upgrade.
  • Cost, benefit, and risk analysis of the proposed phases.
  • Muti option proposal with advantages and disadvantages.
Out of Scope

The following list should be used as a guide to the Out-of-Scope items/areas for this phase of the project:

  • Detailed Engineering.
  • New Electrical Drawings development.
  • Cable schedules.
  • Equipment schedules.
  • PLC/SCADA
  • Project Execution plan.
  • Factory main Incomer and power distribution.
  • Constraints
  • Limited factory shutdown time available. Between 1-2 weeks.
  • Interdependencies of the project phases with the other ongoing and planned projects.
