About the Role

We are seeking a highly skilled and experienced Principal Highways Development Coordinator to lead and manage the highways development planning process. This role is critical in ensuring that all new developments align with national and local transport policies, infrastructure standards, and sustainable growth objectives.

The successful candidate will work closely with internal and external stakeholders, including developers, local planning authorities, consultants, and public bodies, to ensure effective coordination and delivery of highway-related development initiatives.



Key Responsibilities

  • Development Planning Coordination

    • Lead on the assessment of planning applications to ensure compliance with highways and transportation policies, standards, and strategies.
    • Provide expert advice on transport impact assessments, travel plans, and highway improvement proposals submitted by developers.
    • Negotiate agreements such as Section 38 and Section 278 of the Highways Act.
  • Stakeholder Engagement

    • Act as the primary liaison between the highway authority, developers, and local planning authorities.
    • Represent the organization at planning committees, public inquiries, and other stakeholder forums.
    • Engage with communities and elected members to address development-related highway concerns.
  • Technical Leadership

    • Review and approve detailed design proposals for highway infrastructure.
    • Oversee transport modelling and infrastructure feasibility studies.
    • Ensure that projects comply with safety standards, accessibility requirements, and sustainability objectives.
  • Policy and Strategy Implementation

    • Contribute to the development and implementation of local transport policies and strategies.
    • Monitor and evaluate the impact of new developments on the highway network.
    • Lead initiatives to support active travel, sustainable transport, and climate resilience in development projects.
  • Team Leadership and Mentorship

    • Provide guidance, training, and mentorship to junior team members.
    • Coordinate workloads and ensure deadlines are met to a high standard.
    • Foster a culture of collaboration, continuous improvement, and innovation.


Essential Qualifications and Experience

  • A degree in Civil Engineering, Transport Planning, or a related field.
  • Chartered or Incorporated status with a relevant professional body (e.g., CIHT, ICE, or equivalent) or working towards chartership.
  • Extensive experience in highway development management, including handling complex planning applications.
  • Strong understanding of national and local planning and transport policies.
  • Proven ability to manage stakeholder relationships and negotiate outcomes effectively.
  • Proficiency in transport assessment methodologies, design standards (e.g., DMRB, Manual for Streets), and relevant software tools.


Skills and Competencies

  • HDM Experience required.
  • Exceptional analytical and problem-solving skills.
  • Strong project management capabilities, including budget and resource management.
  • Excellent written and verbal communication skills, including report writing and presentations.
  • Ability to influence and lead discussions with senior stakeholders.
  • Commitment to sustainability, innovation, and continuous improvement.


Desirable

  • Experience in public sector highways or transportation roles.
  • Knowledge of emerging technologies and their applications in transport planning (e.g., autonomous vehicles, smart infrastructure).
  • Familiarity with GIS and other relevant data analysis tools.
