Job: Principal Highways Development CoordinatorSalary: Negotiable DOEContract: 6 months + rollingHours: 36 per weekIR35: OutsideHybrid: HybridYou will advise local planning authorities on highway matters, ensuring clear representation of the Highways Authority's position. You will guide junior staff and contribute to transport policy and strategy, supporting sustainable economic development in the county.About the role:

  • Engage with planning officers, developers, and councils on pre-application discussions. Assess Transport Assessments, Transport Statements, and Travel Plans for planning applications
  • Provide timely recommendations on transport issues to district councils. Represent the Highways Authority at planning committees, stakeholder meetings, and site visits.
  • Negotiate Section 106 contributions for infrastructure projects and instruct legal teams to draft agreements with developers. Guide the design and delivery of Section 106-funded projects.
  • Build strong relationships with senior officers, councils, developers, and other stakeholders. Prepare reports, briefings, and respond to inquiries.
  • Conduct site visits to validate transport appraisals. Present evidence at planning appeals or public inquiries.
  • Train, mentor, and manage junior staff within your area. Support the Highways Legal Agreements team as needed.
  • Ensure adherence to customer care, equal opportunities, data protection, and health and safety policies

Experience:

  • Extensive experience in highways development management, planning, and legislation.
  • Background in public presentations and negotiating complex legal agreements.
  • Familiarity with transport modeling and engineering design standards.
  • Experience supporting local authorities and preparing technical reports.

Qualifications:

  • Degree in Civil Engineering or a related field.
