Our client is seeking a Planning Officer on an initial 3 Month contract with the possibility of an extension.

Start Date: ASAP, 3 Month Contract

Pay Rate: 23.03 Per Hour PAYE

Location: GL1 2TG

Working Hours: 37 Hours Per Week, 09:00 - 17:30

Job Purpose:

  • The Senior Planning Officer is a key member of the County Council's Planning Development Management service. They are expected to self-manage and function largely independently. Still, they should also be willing to engage and contribute to service-wide advancement and support the delivery of best practices through their planning knowledge and gained experiences. From time to time, the Senior Planning Officer will need to be flexible and adaptable for the good of the service, working on different priorities and projects as directed by the Principal Planning Officer, and Team Manager. The Senior Planning Officer's key tasks include: - receiving, recording, investigating, and making recommendations on alleged breaches of planning control relating to the County Council's function as a planning authority, in line with the provisions of the Council's Planning Enforcement Plan, and responding to general and technical enquiries about land-use planning matters, supporting local policymakers and planning development management colleagues including through representing the Council Planning Development Management service internally and at external events and meetings

Main Duties and Responsibilities:

  • Manage a caseload of complaints about alleged breaches of planning control. This requires investigation and assessment; including site visits where required; all associated administrative tasks; the carrying out of consultations and negotiations with interested parties; and where necessary, leading recommendations to senior officers and legal advisors as to the appropriate course of action.
  • Formulate and issue Planning Notices to support junior colleagues undertaking similar tasks and assist legal advisors with any legal actions as required.
  • Lead on enforcement appeals concerning County Council applications. This includes: - acting as the key planning enforcement contact with the Planning Inspectorate, preparing and co-ordinating written submissions and representations made on behalf of the County Council, and representing the County Council in person and virtually at enforcement hearings and inquiries.
  • Contribute towards the County Council's site monitoring programme. This includes carrying out site monitoring visits, the assessment of condition compliance and BNG commitments, all associated recording and reporting on monitoring activities, and bringing forward recommendations, where non-compliance has been identified.
  • Prepare technical advice on monitoring and enforcement-related matters associated with planning applications considered by the County Council and on occasion, the district councils of Gloucestershire, and support and guide junior colleagues undertaking similar tasks

Skills and Experience:

  • Higher academic qualification to degree level in a relevant subject such as: - town planning, geography, geology, urban/civic design or other related-environmental management
  • operating within a public sector, public-facing regulatory environment such as a local authority land-use planning development team involving development management, and enforcement activities.
  • handling complex, high-profile, and controversial planning issues with the likelihood of dispute, and applying teamwork, carrying out negotiations, data analysis, and making recommendations
  • investigating complaints and concerns raised by members of the public, other organisations, and local community representatives.
