Our client is seeking a Planning Obligations Research Officer on an initial 6-month contract with the possibility of an extension.

Start Date: ASAP, 6 Month Contract

Pay Rate: 23.03 Per Hour PAYE

Location: GL1 2TG

Working Hours: 37 Hours Per Week, 09:00 - 17:30

Job Purpose:

The purpose of this role is to ensure that the information held on the County Council's planning obligation database is up to date and accurate to improve the reporting function of the authority. The role is expected to review historic planning agreements and finance reports on spend to reconcile the information contained within the planning obligations database

Main Duties and Responsibilities:

  • Ability to understand and interpret clauses and obligations in S106 Legal Agreements and Unilateral Undertakings.
  • Ability to understand and interpret financial data in reports from Finance.
  • Professional judgment is used to determine whether the S106 contribution has been used by ALL the terms of the legal agreement (i.e., the contribution has been used for the purpose set out in the agreement and within the stipulated timescale stated in the agreement).
  • Attention to detail and accurate data input into the County Council's planning obligation database's (Mastergov) Legal Agreements Module on financial data relating to contributions that have been allocated/spent by the terms of the agreement.

Skills and Experience:

  • Understanding of relevant Planning Legislation.
  • Familiar with S106 Legal Agreements and the planning system of which they are a part.
  • Monitoring and compliance with planning obligations.
  • Use of databases.
  • Ability to research, analyse and report complex data.
  • Good communication skills (verbal and written).
  • Scrutinising and interpreting complex data.
