Job Purpose:

The Highways Inspector is responsible for the inspection and assessment of highways within the local council's area, ensuring safety and maintenance standards are upheld. This role involves conducting inspections, identifying defects, and coordinating maintenance activities with contractors, all while ensuring compliance with the council's policies and legal requirements.



Key Responsibilities:

  1. Inspection and Assessment:

    • Conduct scheduled and reactive inspections of highways, footpaths, and associated assets to identify defects and hazards.
    • Record and categorize defects using handheld devices and relevant software in accordance with council guidelines.
    • Perform inspections following incidents or severe weather conditions, ensuring immediate risks to public safety are addressed.
  2. Compliance and Safety:

    • Ensure highways and associated infrastructure meet safety standards and comply with relevant legislation, including the Highways Act 1980.
    • Identify and report hazards promptly, taking necessary steps to mitigate immediate risks, including arranging emergency repairs.
    • Monitor and ensure compliance with health and safety regulations at all times.
  3. Coordination and Reporting:

    • Liaise with contractors to coordinate the rectification of defects and ensure maintenance work meets quality standards and timelines.
    • Monitor contractor performance, providing feedback, addressing non-compliance, and ensuring work is completed to agreed specifications.
    • Prepare and submit detailed inspection reports, progress updates, and documentation to internal stakeholders as required.
  4. Communication and Stakeholder Engagement:

    • Communicate effectively with residents, businesses, and other stakeholders regarding maintenance activities and disruptions.
    • Address public inquiries and complaints related to highways maintenance and inspection issues in a professional and timely manner.
  5. Data Management:

    • Maintain accurate and up-to-date records of inspections, defects, and actions taken using council-approved systems.
    • Analyze inspection data to identify trends and areas for improvement in highways maintenance strategies.


Person Specification:

Essential:

  • Proven experience in highways inspection, maintenance, or a related field.
  • Knowledge of highways legislation, particularly the Highways Act 1980.
  • Familiarity with using inspection software and handheld devices for recording defects.
  • Strong understanding of health and safety regulations and best practices in highways maintenance.
  • Excellent communication skills with the ability to engage effectively with contractors, stakeholders, and the public.
  • Ability to work independently, prioritize tasks, and manage time effectively.
  • Full UK driving license and access to a vehicle for work purposes.

Desirable:

  • Relevant qualification in civil engineering, highways maintenance, or a related discipline.
  • Experience working with local councils or on term maintenance contracts.
  • Knowledge of IR35 regulations and their implications for freelance contracts.


Additional Information:

  • This role is inside IR35; therefore, PAYE deductions will apply.
  • The successful candidate will be required to provide their own personal protective equipment (PPE) and have access to reliable transport.
