Job Summary

You will be responsible for preparing accurate and competitive cost estimates for utility laying projects, including water, gas, electricity, telecommunications, and sewage systems. The role involves detailed analysis of project requirements, material take-offs, labour costing, equipment usage, and subcontractor quotations to ensure profitability and compliance with client specifications.

Key Responsibilities for Estimator:

  • Analyse project plans, specifications, and other documentation to determine scope of work.
  • Review utility layouts, site conditions, and construction drawings.
  • Prepare detailed cost estimates for utility installation, including trenching, pipe and conduit laying, backfilling, testing, and reinstatement.
  • Accurately calculate costs for materials, labour, equipment, and overheads.
  • Assess risks and include contingencies where appropriate.
  • Develop and submit comprehensive tender proposals.
  • Prepare Bill of Quantities (BOQs) in alignment with project requirements.
  • Collaborate with procurement and supply chain teams to obtain competitive supplier quotes.
  • Apply knowledge of utility standards and regulations, such as pipe bedding specifications, separation requirements, and depth of cover guidelines.
  • Ensure compliance with industry-specific standards, including local codes and safety regulations.
  • Liaise with project managers, engineers, and clients to clarify scope and resolve discrepancies.
  • Coordinate with subcontractors to obtain accurate quotes and verify their compliance with project specifications.
  • Maintain accurate records of estimates, cost breakdowns, and assumptions made during the estimating process.
  • Provide detailed post-tender reviews to support project handover to the execution team.

Key Skills and Competencies for Estimator:

  • Bachelor’s degree in civil engineering, quantity surveying, or related field.
  • Minimum 3-5 years of experience in an estimating role within the construction industry, focusing on utilities or infrastructure projects.
  • Relevant certifications in cost estimating or project management (e.g., AACE, RICS, or PMP).
  • In-depth knowledge of utility installation standards and local regulatory requirements.
  • Strong understanding of utility laying processes, including trench excavation, pipe/conduit installation, testing, and restoration.
  • Familiarity with utility-specific equipment and materials, such as ductile iron pipes, HDPE pipes, conduits, manholes, and chambers.
  • Proficient in interpreting construction drawings, specifications, and geotechnical reports.
  • Ability to perform material take-offs and accurately calculate quantities.
  • Experience with estimating software (e.g., CostX, Bluebeam, or similar tools).
  • Proficient in Microsoft Office Suite, especially Excel for cost analysis.
  • Strong written and verbal communication skills to effectively interact with clients, subcontractors, and internal teams.
  • High level of accuracy in preparing cost estimates and identifying project risks.
