Prosper Recruitment is working in partnership with a Tier 1 Contractor who are North East Lincolnshire Council's long-term Regeneration Partner delivering a number of services on their behalf, they are now looking to recruit a Head of Highways & Transport on a fixed term contract until the contract completes at the end of June 2025. Reporting to the Operations Director and as a member of Senior Management Team the successful candidate will be responsible for managing the Highway and Transport service, delivering against core business metrics of SHEQ, performance, people management, social value and finance.

Key Responsibilities:

  • Ensure that all services within Highways and Transport are well managed and recognised for excellent and innovative customer focussed services, driving continuous improvement through strong leadership and the encouragement of challenge and new ideas.
  • Effective leadership, integration and overall management of a focused and interrelated number of teams (8 direct reportees), ensuring that they have the required skills and capability to deliver on the required contractual obligations.
  • Proven track record of overssing and managing budgets is essential to ensure effective delivery of service outcomes against deadlines and within budget.
  • Effectively manage the highway network, within the constraints of budget provision, to optimise traffic flow, reduce risk to highway users and provide on-street and off-street car parking services, whilst ensuring effective service delivery including the coordination, design, improvement and maintenance of highway assets and infrastructure in order to meet the required safety, quality, sustainability and environmental standards
  • Coordinate, manage, lead and develop the interrelated teams delivering Asset Management, Traffic Management, Parking, Transport Services and Drainage to ensure the effective delivery of work / project programmes against defined policies and strategies to preserve and enhance the value of the highway infrastructure.
  • As a member of the Senior Management Team work closely with other service Heads of Service to support service planning and ensure contract efficiencies are identified and achieved.
  • Provide effective advice to management and the council on performance, finance and future service needs.
  • Develop and implement effective strategies and policies for the sustainable development and maintenance of the highway infrastructure and provide expert professional advice on highways and transport network issues.
  • Lead and develop on the co-ordination of annual service development plans and working practices for the full range of highways and transport services. To develop a sound understanding of the Partnership contract and be able to identify and notify out of scope items.
  • Respond effectively in a customer focussed manner to enquiries from the public, Councillors, local parish councils, and other agencies on all services provided within Highways and Transport in accordance with the requirements of the contract and Council policies.
  • Lead by example to ensure that team members within Highways and Transport respond and deliver to our customers and stakeholders in accordance with the principles of the Partnership.
  • Ensure compliance with relevant Health and Safety / Highway / Traffic / Transport legislation, the requirements of the Construction (Design and Management) Regulations, Quality and Environmental legislation and policies relevant to highway maintenance and construction.
  • Provide senior management and leadership direction to the five core teams, highway Assets, Traffic and Transport, Parking, Drainage and Maintenance.
  • Develop innovative and effective interventions, solutions and responses to a diverse range of highways and transport issues and challenges.
  • Development of effective highways & transport strategies and policies which have significant implications for the local economy and community.

Qualifications or Required Experience:

  • Chartered Engineer or recognised engineering qualification with considerable experience at a senior managerial level
  • Demonstrable extensive management and leadership competencies that will ensure that teams are challenged and focussed on delivery.
  • Excellent communication skills in presenting - oral and written skills are required to interact with members of the public, elected representatives, committees and external clients / organisations and build effective working relationships.
  • Negotiating skills are required in dealing with contractors and representatives of the MHCLG, DfT and other external organisations.
  • A broad knowledge and experience is required of the Highway and Transport disciplines and operational service areas.
  • Excellent financial, risk, programme and project management capability with an understanding of quality management practices
  • Planning, prioritising, and organising a diverse range of functions to ensure effective delivery of service outcomes against deadlines and within budget.
