The Building Maintenance Service Manager will be responsible for overseeing the compliance, maintenance, and repair of corporate and council-owned buildings (excluding housing). The role involves strategic planning, policy development, budget management, and ensuring high standards of estate and facilities management.

Responsibilities:
  • Lead and support a team of six direct reports in facilities management and contractor oversight.
  • Manage estate health, safety, and compliance across corporate sites.
  • Oversee a revenue budget of £5 million, ensuring cost-effective service delivery.
  • Develop operational strategies aligned with council policies and best practices.
  • Act as a key advisor to senior management on estate and facilities-related matters.
  • Represent the Head of Service at internal, regional, and national forums.
  • Ensure compliance with all relevant legislation, health & safety policies, and operational best practices.
  • Manage emergency response and business continuity planning for building maintenance.
Requirements:
  • Strong understanding of Health & Safety, compliance, and building maintenance regulations.
  • Proven experience in facilities and estate management within a large organisation.
  • Budget management experience, particularly in a challenging financial environment.
  • Ability to lead teams, manage stakeholders, and oversee contractor performance.
  • Excellent problem-solving, communication, and report-writing skills.
  • Experience working in a political environment and engaging with elected members.
  • Degree-level education or equivalent experience in a relevant field.
  • A valid UK driving licence is desirable.
