Cobalt Recruitment are working exclusively with a Public Sector Organisation in East Sussex to recruit a permanent Estates Manager, paying £52,000-£63,000 per annum depending on experience.

The Estates Strategy will transform the built estate through a programme of planned improvements across the estate funded by a Capital Budget of circa £14m.

The successful candidate will lead and be accountable for a proactive, customer focused Estates Team to support the organisation's purpose to make communities safer. You will provide a solution-focused, innovative statutory and compliant approach to managing the estate which enables the effective allocation of resources to outcomes/deliverables to ensure value for money.

The Estates Manager will develop and own the organisation's Estates Strategy and Design Guide and lead its delivery through the annual Estates Business Plan. You will lead the successful delivery of the Estates Capital Programme.

The post holder will ensure that the estate remains safe, compliant, sustainable, operational and fit for purpose on a day-to-day basis, being responsible for all aspects of statutory compliance, planned maintenance and capital project delivery.

You will have/be:

  • Educated to degree level or equivalent in a relevant subject e.g. architecture, surveying, construction, engineering, or suitable alternative experience.
  • Full current membership of a professional body e.g. Royal Institute of Chartered Surveyors (RICS) or Royal Institute of British Architects (RIBA).
  • Proven experience of capital project / programme delivery - preferably within a public sector setting.
  • Demonstrable experience in a senior estates strategy, construction and project planning position.
  • Experience in providing strategic advice and recommendations regarding the estate and factors affecting value of land and development opportunities.
  • Experience of presenting to, and working at, senior management/board level.
  • Proven experience of preparing and presenting governance documentation at Board level.
  • Experience of managing and motivating a team to achieve organisational goals; using tact, initiative and independent judgement within policy and procedure.
  • Financial experience, including demonstrable experience of full accountability for capital/revenue budgets and delivering cost reductions.
  • Experience of delivering environmental and sustainability improvements including carbon reduction.
  • Ability to lead at a strategic level and motivate and manage a multi-functional team across a varied portfolio of services whilst creating team cohesion.
  • Ability to build long-term relationships with internal stakeholders and external partners both through formal and informal networks.
  • Ability to develop a high functioning, fit for purpose estates team that continues to add value to the organisation.
  • Ability to analyse, interpret and present complex data and issues to a wide range of audiences in a way that promotes understanding and facilitates effective decision making.
  • Excellent knowledge of the legislative framework, guidance and best practice for estates and capital project management.
  • Demonstrable knowledge of project management and construction issues and extensive experience of using this knowledge to provide effective solutions.
  • Strong decision making and negotiation skills with the ability to influence decision makers at all levels
  • Ability to work in a creative, proactive and innovative way to achieve strategic organisational objectives.
  • Strong operational skills including resource planning & time management.
  • Experience of managing revenue and capital budgets effectively to meet targets.
  • Excellent IT skills, covering all MS Office applications (Word, Excel, PowerPoint, Outlook).
  • Excellent communication skills - ability to present complex subject matter in both written and oral form in an articulate and concise manner.
  • Ability to work collaboratively with internal and external stakeholders, partners and peers across the organisation and wider sectors.
