Job Title: Service Manager - Programme & Performance - Building Safety

Salary: Grade 16

Job Purpose:

We are seeking a skilled and motivated Service Manager to lead the Programme & Performance team within Building Safety. In this role, you'll play a critical part in ensuring our homes and neighbourhoods are safe by overseeing inspection and compliance across six essential areas:

  • Fire Safety
  • Asbestos Management
  • Gas Safety
  • Electrical Safety
  • Water Quality
  • Lifts

You will support the strategic, operational, and financial management of building safety programmes, ensuring all statutory safety requirements are met. Working closely with the Head of Service, you'll contribute to the long-term planning and delivery of safe, modern, and sustainable housing solutions that prioritise residents and communities.

Key Responsibilities:

  • Building Safety Strategy: Lead and coordinate comprehensive safety management and compliance reporting, ensuring safety data is accurate and actions are timely.
  • Risk Management: Develop and implement a risk management approach across key compliance areas, maintaining proportionate and effective responses.
  • Data Collection & Reporting: Manage data systems to track and maintain building safety, supporting decision-making and performance management.
  • Regulatory Compliance: Ensure the team remains informed and compliant with all relevant regulatory frameworks, training staff as needed.
  • Stakeholder Engagement: Guide resident engagement initiatives, empowering tenants to understand their role in maintaining safety.
  • Team Leadership: Oversee and support a team of building safety specialists, fostering a collaborative, high-performing environment.
  • Procurement & Supplier Management: Manage commissioning and procurement activities, ensuring quality and value for money from external partners.
  • Continuous Improvement: Regularly review and refine standard operating procedures, ensuring alignment with best practices and organisational standards.

Qualifications and Experience:

  • Essential: In-depth knowledge of building safety and compliance within the housing sector.
  • Education: Degree or equivalent in Construction, Built Environment, or Project Management.
  • Desirable: Relevant professional qualifications (MCIOB, MRICS, PMP) are advantageous.
  • Proven track record in data management, performance reporting, and risk profiling.
  • Skills: Excellent leadership and project management abilities, with strong communication skills.
  • Regulatory Expertise: Current understanding of health and safety, equality, and safeguarding legislation.
