Technical Data Business Analyst - Local Authority

• Location: Kirklees (Hybrid working, currently one day per month in the office, possibly moving to 1 day per week in the future)

We are seeking a Technical Business Analyst (Data) to join our innovative and creative team at Kirklees Council. This role is crucial for delivering smarter and more efficient services to our communities. You will be part of the Data and Insight Service, analysing business processes and making technical recommendations to improve data management, processing, and usage.

• Contribute to the Data and Insight Service, supporting decision-makers with valuable insights on service performance and impact.
• Translate business requirements for change into technical specifications and support their delivery.
• Research and analyse business processes, considering both human and technical factors.
• Identify improvement areas, explore feasibility, analyse change effects, and define success measures.
• Elaborate on user and business needs for effective design, development, and testing of data services.
• Prioritise projects and products based on value-led approaches, ensuring alignment with Council goals.
• Foster a culture of impact, outcomes, and value for money within the Council.
• Collaborate with stakeholders to gather, interpret, and analyse data requirements.
• Promote continuous improvement and collaboration within the Council and with partner organisations.
• Support improvements in data management and development across the Data and Insight Service.
• Apply agile practices in all aspects of work.

• Professional qualification in technical business analysis or significant experience in a similar role within a complex organisation.
• Experience with IT system analysis, identifying functionality gaps, and making improvement recommendations.
• Proficiency in SQL and experience in mapping, specifying, and documenting data models.
• Knowledge of the full software development life cycle.
• Experience with DevOps and Agile principles.
• Ability to manage outcomes, prioritise work, and adhere to MVP priorities and scope.
• Skilled in options analysis, feasibility assessment, and business case development.
• Understanding of business process interactions and potential changes.
• Experience in leading the design and implementation of technical business solutions.
• Competence in planning, analysis, development, testing, implementation, and improvement of systems and processes.
