A well established and national business are wanting a Payroll Project Manager /Payroll Control Lead to join their share service centre.

The purpose of the role is to ensure that HR has a robust payroll control framework in place to ensure that activities are safe, compliant, regularly tested and there are clear roles and responsibilities, with appropriate governance, documentation and competence.

This will involve developing the controls model for HR and a prioritisation framework.

This also includes focusing on key controls that have already been prioritised. Works with control owners across the HR function to help ensure an effective control environment is documented and in operation.


This role will look at the design of payroll processes, controls and testing whether they are effective, producing prioritised findings to ensure full compliance. You will focus on embedded, preventative controls rather than reactive checks.


THE ROLE:

Working closely with the HR lead and payroll team, you will be accountable for:

  1. Developing high level approach and plan to review and strengthen current control environment, including prioritisation framework within payroll, contracts, IR35 etc.
  2. Updating risk register and internal controls library and ensure these are fully aligned.
  3. Reviewing and make suggestions on process and procedural documents.
  4. Undertaking testing in key control areas and establish a framework for testing on an ongoing basis.
  5. Carrying out root cause analysis and identify remedial actions to prevent reoccurrence (process, people, controls, system).
  6. Clarify roles and responsibilities for control ownership and evidence across HR Function.
  7. Engage with relevant HR Leaders and Managers to improve understanding and build competence.
  8. Drive governance and standard ways of working across common business practices in the HR Function.

Key Stakeholders will involve:

  • HR Services and Payroll team
  • HR Leadership team
  • Group Risk and Assurance team
  • Finance (Tax)
  • External auditors


SKILL AND EXPERIENCE:

Essential

  • Experience in governance and controls within a HR / Payroll function.
  • Strong communication, engagement and interpersonal skills required.
  • Ability to work independently and build understanding and capability in HR team.
  • Experience in a governance and control function.


Ideal

  • Shared service centre experience.
  • A background in audit planning and testing is essential for this role, ideally in an HR environment.
  • Knowledgeable in Visio, SharePoint, document management systems and use/ design of service management tools.
  • In depth knowledge of integrated control frameworks.
  • Savvy in current technologies to support a service function, particularly ERP systems like SAP.
