Responsive Maintenance Manager (East) - Muir Group - £55,000 plus £4,129 car allowance
Castlefield Recruitment are currently working in partnership with Muir Group, a social housing provider with over 5,500 homes.
Muir Group have embarked on a Repairs Transformation project as the next step in delivering their Customer Commitment. Muir Group aim to modernise their maintenance service, with a focus on creating a high-performing repairs service, that makes things easier, smarter and better for their customers.
As part of this transformation, an opportunity has arisen in their East Region, for a Responsive Maintenance Manager. This is an agile working role split between office attendance in their Huntingdon office and home working.
Job Purpose:
- To be the 'responsible person’ for the day-to-day operational delivery of the Group’s Responsive Maintenance service and contracts (East Region) ensuring the delivery of a first-class quality and value for money service
- Support the development, regular review and successful implementation of the Group’s Asset Management and Responsive Maintenance Strategies
- Ensure the delivery of efficient and effective Responsive Maintenance services
- Provide clear and innovative leadership
- Manage and mitigate the Groups approach to Asset and Contract management risk, ensuring effective monitoring and reporting systems are in place to capture, monitor and mitigate risks
- Drive operational and functional delivery against programmes and budgets on multiple workstreams
Main Duties and Responsibilities:
- Lead on the selection and appointment of contractors and consultants in relation to Responsive Maintenance services in accordance with the Group’s financial standing orders and regulations for procurement.
- Lead on recruitment, selection and appointment of staff in accordance with the Group’s recruitment policies and procedures
- Meet with contractors regularly to measure performance against agreed performance targets, using data to understand, learn and improve overall performance
- Work effectively with internal colleagues and external stakeholders to ensure they contribute to enabling Muir Group to fulfil property related Health and Safety and other statutory and regulatory obligations
- Ensure effective management of the Construction (Design and Management) Regulations 2015 requirements including ensuring that regular site inspections and health and safety audits are carried out.
- Ensure that all contracts are procured in line with Muir and national procurement rules, effectively utilising framework providers for goods and services
- Support in the preparation of reports to committees, the Executive Management Team and the Board in a timely manner. Including preparing detailed reports on key issues, including performance, staffing, legislation etc.
- Support the North Maintenance Team in managing the vehicle fleet to be fit for purpose and are driven and maintained in accordance with company policy
- Ensure external contractors adhere to the contract agreement for type and courteous use of vehicles
- Management and monitoring of designated budgets, ensuring they are appropriate, and expenditure is kept within budget and delivered in accordance with the financial regulations, standing orders and audit requirements
- Support in the development, update and implementation of policies and procedures that drive a robust contract management framework that effectively manages all risks associated with asset and contract management.
- Understand and review contract documentation, including technical drawings, design specifications to identify risk. Liaise with clients/consultants over queries to enable a detailed programme of work to be produced
- Take the lead on developing innovative solutions to complex problems, liaising with specialist consultants, suppliers, manufacturers to deliver a fully working solution to the identified problem
- Ensure effective data management systems, policies, processes and programmes to provide assurance of ongoing statutory and regulatory compliance and delivery within budgets whilst providing for a high level of internal and external customer satisfaction
- Take part and ensure a rota provision for telephone support is available to the OOH provider at all times.
- Lead on maintaining GAS SAFE accreditation, including liaising with GasSafe
Qualifications, Experience and Knowledge:
- Degree or equivalent (D)
- Relevant building surveying, maintenance or construction management qualification and or equivalent experience (E)
- Recognised management and /or leadership qualification or equivalent experience (E)
- Professional membership of a relevant construction body (RICS or CIOB) (D)
- NEBOSH / IOSH qualified (D)
- Experience of managing and leading staff and teams and building credible relationships with internal and external stakeholders
- Ability to produce clear, well-structured reports to Board and management teams
- Excellent knowledge of CDM Regulations (2015)
- Strong commercial/financial track record and experience of leading teams through business planning, execution and change
- Strong track record in delivering effective asset planning and contract management to a diverse portfolio of mix tenure properties and budgets (E)
- Proven track record managing contracts with significant knowledge and proven track record of procurement and optimising technology to drive value
- Experience in leading the investigation of formal complaints (E)
- Proven track record managing R&M contracts with significant knowledge and proven track record of procurement activity and optimising technology to drive value
- Experience of Procurement activity and tender processes (E)
- Experience of operational health and safety management (E)
