Purpose of the job

To manage the design, delivery, management and maintenance of highways infrastructure services or projects, and to co-ordinate officers and contractors to deliver them effectively and efficiently in accordance with Councils policies and best professional practice and legislation and within the required time cost and quality constraints.

To oversee the detailed design and implementation of projects

Principal accountabilities

1. To provide and manage the design, build and maintenance services and to manage operations for highways infrastructure in accordance with corporate plans and aspirations and all appropriate regulations.

2. To work and supply services in accordance with Construction, Design and Management (CDM) 2015 regulations and to comply with Health and Safety at Work requirements with regard to contracts, contractors on site and contract specifications.

3. To undertake design of engineering works including identification of technical options, taking in to account appropriate contract specifications, design manual and the latest developments in the fields of engineering.

4. To provide assistance and design advice to junior members of staff in the team.

5. To organise surveys, site inspections and data capture exercises of various kinds, to evaluate, monitor and track asset and stock condition. Prepare and provide technical advice and guidance on the findings.

6. To manage and monitor assigned revenue and capital budgets including preparation of management reports which include works costs, commitments and projections.

7. To prepare for all stakeholders, reports, briefings and communications detailing information and guidance in relation to highway projects or infrastructure.

8. To manage and monitor asset inventory, attributes, condition and valuations in accordance with code of practices and guidance.

9. Responsible for planning and delivering quality checks in relation to services within the framework of quality management and contract specification, including checking and approval of consultant and contractor designs, accounts, et

11. To manage and supervise technical staff plus additional agency staff/ consultants as required on a project basis, and to deputise for line manager as required.

12. To comply with customer care guidelines and initiatives and carry out all duties in accordance with the Councils equal opportunities policy.

Knowledge, including educational qualifications:

1. Minimum qualification of HNC or HND in Engineering

2. Evidence of CPD relating to CDM, Contract Management, NRWSA, HAUC and H&S

3. Fully proficient in the use of AutoCAD as a design software.

4. Delivering works and projects in accordance with CDM regulations

5. Delivering projects in accordance with good project management principles

6. Of using Microsoft Office software including Word, Excel and Outlook

7. Of using, to intermediate level, bespoke design and engineering related software

8. Ability to act as a coach and mentor to junior staff

9. Ability to communicate both verbally and in writing, and to adjust communication style and content to meet the needs of the audience.

10. Ability to formulate practical solutions to problems given the constraints of the situation.

11. Ability to make well reasoned decisions based on available information, within given timeframes.

12. Numerate, with strong analytical skills, and the ability to present information at a level appropriate to the audience.

13. Ability to plan, prioritise and organise workload to meet required deadlines.

14. Ability to manage against a budget, and to allocate resources efficiently and effectively.

15. Ability to respond to the needs of customers politely and efficiently, and to deal with issues calmly and objectively.

16. Can use the available information technology effectively, and efficiently to meet work demands
