Castlefield Recruitment are proud to be partnering with Lancaster City Council to recruit a Compliance and Assets Manager.

This is a great opportunity at Lancaster City Council, to join and lead a newly integrated Property Team, responsible for the Councils corporate property portfolio and its housing stock.

This is a permanent, agile working position and the annual salary is £57,058, along with an attractive benefits package, including a Local Authority Penson Scheme with employer contribution of 15.5%.

Job Purpose

  • Working closely with the Council’s wider Property Group and Council Housing Neighbourhoods Team and Repairs and Maintenance Service; help drive forward the Council’s approach to asset and estate management, compliance and building safety
  • Deliver the Council’s strategic approach as well as day to day co-ordination and management of the teams involved and works relating to our obligations in these areas
  • Provide an effective risk management and proactive approach, ensuring quality services are delivered within budget and supporting the development of effective business systems to enhance compliance and asset data, reporting and service delivery
  • Support the transformation programme to enhance our compliance and asset services encouraging and promoting a positive culture across the Council
  • As part of this role, you will be expected to participate and work towards reducing both carbon emissions and the impacts of climate change

Main Duties and Responsibilities

  • Oversee the development and implementation of the Asset Management and Energy/Climate Strategies, working with colleagues from across the Council to ensure clear communication and successful delivery
  • Oversee the development and implementation of the Estates Management function for the Council’s corporate and commercial property portfolio in line with current legislation and corporate policies including Developing, acquiring, disposing, valuing or managing property in accordance with client and corporate policies
  • Develop, co-ordinate and manage the Council’s overall strategy for legal compliance with all areas of compliance including gas servicing, electrical testing, fire risk assessments, legionella risk assessments, lifting equipment and asbestos management. This will also include other service contracts, for example: fire detection, emergency lighting, PAT testing etc
  • Have operational responsibility for ensuring compliance with statutory, regulatory and legislative obligations, as well as all service standards, including the implementation of recommendations from the Grenfell enquiry, Building Safety Act, and the Social Housing White Paper, for all compliance areas
  • Build and maintain effective working relationships with management, colleagues, and customers, as well as with external consultants, contractors, statutory authorities and other public bodies, to ensure everyone understands their roles and responsibilities and are supportive of the Council’s asset and estate management and compliance agenda. Focus on achieving high levels of staff and customer engagement and a culture of continuous improvement
  • Lead procurement activity and manage the delivery of contracts, working with colleagues from across the Council, particularly RMS (Technical Services) team.  Ensure KPI’s are met, robust contract management processes are in place and value for money maximised
  • Provide expert advice, reports and attendance where necessary at working groups, committees, public meetings, court and inquiries
  • Ensure the asset and estate management, and compliance service areas meet the values, strategies and business objectives of the Council
  • Responsible for leading and managing the Asset Management and Compliance Team. Ensuring the Council’s legal obligations are met, and providing a risk management and proactive approach, and quality services are delivered within the budget and on time

Qualifications, Experience required

  • Minimum HNC/D level education in a property related subject (E)
  • Degree level education or equivalent, preferably in a property related subject (E)
  • A professional building qualification (e.g. RICS, RIBA, IWFM, CIOB) with a minimum of 3 years post qualification experience (D)
  • Relevant compliance training (D)
  • Proven track record of leading a high performing team and associated statutory obligations (E)
  • In depth technical knowledge in all areas of compliance with up to date knowledge of relevant legislation and housing related standards and regulatory requirements (E)
  • Strong research, analysis and problem-solving skills (E)
  • Strong project and contract management skills (E)
  • Strong numerical, report writing and verbal communication skills (E)
  • Line management of other team members and support services (E)
