Parkinson Lee Executive Search are currently recruiting the role Head of Procurement & Supply Chain to work for a market leader in the service sector.

The Head of Procurement will create a visionary procurement service that delivers true commercial performance by mentoring and guiding the team from transactional and process-focused behaviours to a dynamic approach that challenges previous norms, achieving tangible results in tender execution and effective contract management.

This role is integral to driving the organisation’s commercial performance, shaping a modern procurement function that moves beyond transactional processes to one that delivers strategic value across the business. Key responsibilities:

  • Lead the development of procurement and supply chain, aligning with business goals.
  • Provide leadership and direction, shifting the team’s focus from process-driven behaviours to a more dynamic, results-oriented approach.
  • Implement a Business Partnering approach, fostering strong, consultative relationships with internal stakeholders to drive commercial outcomes.
  • This approach will encourage the adoption of best practices in tender execution and contract management, leading to measurable improvements in cost savings, contract delivery, and supplier performance.
  • Driving value creation across all procurement activities, ensuring the delivery of key objectives in supplier relationship management, risk mitigation, and cost optimisation.
  • Support the ongoing transformation, aligning the procurement function with the organisation’s broader strategic goals, and contributing to the successful delivery of services.
  • Develop and implement a robust contract management framework.
  • Ensure compliance with procurement governance and maintain transparency throughout procurement activities.
  • Collaborate with internal stakeholders to enhance procurement processes and align them with business processes.
  • Oversee the procurement of materials, services and leasing agreements, ensuring efficient contract reviews, renewals and tenders.
  • Lead the continuous improvement of purchasing systems, ensuring alignment with legal and financial regulations.
  • Establish and nurture relationships with key stakeholders and external suppliers, foster collaboration and value creation.
  • Ensure compliance with Procurement and Financial regulations, overseeing all procurement activities within statutory limits.
  • Lead the management of lease contracts, stock and other key assets.

  • Qualified member of the Chartered Institute of Purchasing and Supply (MCIPS) or equivalent.
  • Demonstrable evidence of continuous professional development (CPD).
  • Proven leadership skills with extensive experience in senior procurement management within large and complex organisations.
  • Experience managing multi-million-pound budgets and delivering cost improvement programs.
  • In depth knowledge of UK Procurement regulations and public procurement directives.
  • Strong track record of managing complex projects and delivering them on time, within budget.
  • Proven change management experience gained whilst working in the engineering infrastructure, utilities sector or similar regulated industry.
  • Experience developing a procurement service, which seeks to partner with key stakeholders driving commercial and procurement activity.
