Financial and Administrative Officer

We are seeking a dedicated Financial and Administrative Officer. This role is crucial for ensuring the development and maintenance of high-quality financial and administrative support within the department. The ideal candidate will be flexible, cooperative, and committed to supporting colleagues and the broader organisational goals.

Day-to-Day of the Role:
  • Take responsibility for specific Children and Family Services budgets, including preparation, monitoring of income and expenditure, and maintaining budgetary control across the Service.
  • Utilise LCC financial systems effectively, including Excel spreadsheets and other software systems, to manage financial tasks.
  • Provide financial information to support budget monitoring, strategic decision-making, and the end-of-year account closures.
  • Prepare and certify invoices and salary claim forms for payment, approve procurement orders, and monitor delivery notes for various coding structures in line with financial procedures.
  • Support the Business Manager – Operations with regular budget management requirements.
  • Manage and control imprest accounts and P-cards, ensuring proper reconciliation and authorisation of payments.
  • Implement effective systems for auditing purposes, ensuring efficient collection, collation, and analysis of information.
  • Line manage staff, including supervision, performance reviews, and managing absence, disciplinary actions, and behaviour at work under the direction of senior management.
  • Ensure appropriate support for staff, including workload prioritisation and organisation, and maintaining daily cover levels.
  • Monitor the use of LCC grants to ensure compliance with guidelines.
  • Produce and present reports to senior staff and provide advice on policies and strategy as necessary.
  • Act as a point of contact for advice on FEEE payments and administration, supporting both internal and external partners.
Required Skills & Qualifications:
  • Proven experience in financial and administrative roles, preferably within a public sector or similar environment.
  • Strong ability to use financial and administrative software systems, including Excel.
  • Excellent organisational and leadership skills, with the ability to manage multiple tasks efficiently.
  • Strong communication and interpersonal skills, capable of working collaboratively in a team environment.
  • Knowledge of budget management, financial procedures, and regulatory compliance.
  • Ability to provide training and support to staff, enhancing their professional development.
