We are pleased to be recruiting for a fantastic position based in Leicestershire for a Principal Waste Haulage Officer to start ASAP. This role pays up to £30ph for the right candidate and will interface with Suppliers and Contractors, Elected Members, Public Sector bodies including District / Borough and Parish Councils. This role is currently being recruited on an interim basis and will be responsible for Transport Supervisor and Haulage & Waste Officer and associated operational staff. 

Job Purpose:

To manage key, high value (£3 to £6 million) waste contracts, support the development of waste management haulage services and to deliver operational commissioning processes from planning to implementation.Main Duties and Responsibilities

  • To ensure that the services are delivered for the benefit of the people of Leicestershire.
  • To be responsible for maintaining effective partnerships and working relationships with statutory, voluntary, private agencies, District & Borough Councils and communities to promote and meet the Council’s and Department’s services and objectives.
  • To ensure activities are delivered in the most efficient and effective manner as possible.
  • To be responsible for technical advice to Members, partners, customers and stakeholders to ensure appropriate communication and dialogue takes place; including writing reports
  • To support the performance management of services and teams through the departmental business planning process to drive continuous improvement in the delivery of Departmental and Service outcomes; monitoring and reporting on progress as required
  • Responsible for protecting and managing information securely, and reporting breaches or suspected information security breaches, in line with Council policies.
  • Manage key waste contracts, including Treatment, Recycling, Energy from Waste (EfW) and Landfill contracts.
  • Lead major waste haulage service development and procurement exercises.
  • Prepare contract documentation, including contract specifications and invitations to tender, in accordance with EU legislation and County Council procedures.
  • Manage and monitor relevant waste budgets.
  • To deputise for the Team Manager and Principal Waste Operations Officer as required.
  • To undertake the management of directly delivered services particularly haulage operations as required.
  • To support and advise the Strategic Commissioner on the relevant aspects of operational commissioning and direct service provision.

In order to be considered for this position, you will have:

Relevant Degree; or substantial equivalent experience in contract procurement, contract management and/or direct operations/transport/logistics services;

Member of the Chartered Institute of Waste Management (MCIWM), Chartered Institute for Logistics and Transport or equivalent (or willing to work towards);

Transport Manager CPC

COTC or equivalent (or willing to work towards)

Class 2 HGV licence

IOSH, NEBOSH or equivalent Health and Safety qualifications
