Thrive Oldham are recruiting for a Principle Waste haulage Officer in the Leicestershire area

  • Principle Waste Haulage Officer - Would need be able to: - To manage a team, developing their skills and competencies to support changing priorities, and keeping the capabilities of the service current with business requirements. To have experience in the operation of waste transport services (or equivalent service). To participate in recruitment, induction, training and development programmes to help develop the service and ensure it has the skills it needs to deliver its forward programme. To undertake performance management of staff including absence management, disciplinary and other relevant processes in accordance with the County Council's policies. Identify and develop new commercial opportunities to generate income and manage costs effectively. Be responsible for protecting and managing information securely, and reporting breaches or suspected information security breaches, in line with Council policies. To be responsible for maintaining effective partnerships and working relationships with statutory, voluntary, private agencies, District & Borough Councils and communities to promote and meet the Council's and Department's services and objectives. To be responsible for protecting and managing information securely, and reporting breaches or suspected information security breaches, in line with Council policies. Manage key waste contracts, including Bulk Haulage, Plant equipment, Treatment, Recycling, Energy from Waste (EfW) and Landfill contracts. Prepare contract documentation, including contract specifications and invitations to tender, in accordance with EU legislation and County Council procedures. Manage and monitor relevant waste budgets. To undertake the management of directly delivered services particularly haulage operations as required.


Job Purpose


To manage key, high value (3 to 6 million) waste contracts, support the development of waste management haulage services and to deliver operational commissioning processes from planning to implementation.



Main Duties and Responsibilities


1.

To ensure that the services are delivered for the benefit of the people of Leicestershire.


2.

To be responsible for maintaining effective partnerships and working relationships with statutory, voluntary, private agencies, District & Borough Councils and communities to promote and meet the Council's and Department's services and objectives.


3.

To ensure activities are delivered in the most efficient and effective manner as possible.


4.

To be responsible for technical advice to Members, partners, customers and stakeholders to ensure appropriate communication and dialogue takes place; including writing reports


5.

To support the performance management of services and teams through the departmental business planning process to drive continuous improvement in the delivery of Departmental and Service outcomes; monitoring and reporting on progress as required


6.

Responsible for protecting and managing information securely, and reporting breaches or suspected information security breaches, in line with Council policies.


7.

Manage key waste contracts, including Treatment, Recycling, Energy from Waste (EfW) and Landfill contracts.


8.

Lead major waste haulage service development and procurement exercises.


9.

Prepare contract documentation, including contract specifications and invitations to tender, in accordance with EU legislation and County Council procedures.


10.

Manage and monitor relevant waste budgets.


11.

To deputise for the Team Manager and Principal Waste Operations Officer as required.


12.

To undertake the management of directly delivered services particularly haulage operations as required.


13.

To support and advise the Strategic Commissioner on the relevant aspects of operational commissioning and direct service provision.


14.

To manage a team, developing their skills and competencies to support changing priorities, and keeping the capabilities of the service current with business requirements.


15.

Define requirements for business systems, data collection, reports, and information analysis to ensure control and resilience of the business area.


16.

To participate in recruitment, induction, training and development programmes to help develop the service and ensure it has the skills it needs to deliver its forward programme.


17.

To undertake Performance Development Reviews (PDR) and performance management of staff including absence management, disciplinary and other relevant processes in accordance with the County Council's policies.
