Join our council team as a Public Lighting Manager, where you will provide decisive and effective leadership to ensure the efficient delivery of public lighting, traffic signs, bollards, and festive decorations. This role is crucial in achieving high levels of performance and aligns with the council’s Vision & Values and Leadership Qualities.

Day-to-day of the role:
  • Lead and manage a team of approximately 15 council employees, including apprentices, ensuring structured work programmes are adhered to for service delivery.
  • Develop and deliver the Team’s Business Plan, providing specialist advice in lighting design and overseeing major work programmes and projects.
  • Manage the in-house contractor, ensuring compliance with Health & Safety and Highways Electrical Association (HEA) requirements.
  • Oversee financial aspects, including setting charges, ensuring timely payment from customers, and managing the team’s profit/loss accounts.
  • Conduct monthly project and contractor review meetings, analysing performance data to ensure compliance and correct any performance issues.
  • Develop and maintain the public lighting asset management regime and implement major initiatives to reduce energy consumption and carbon footprint.
Required Skills & Qualifications:
  • Proven leadership skills with the ability to manage and develop a team effectively.
  • Experience in public lighting management or a related field.
  • Strong understanding of Health & Safety regulations and compliance requirements.
  • Ability to develop and implement effective business plans and work programmes.
  • Excellent communication skills, capable of advising other departments and representing the council at various levels.
  • Strategic thinking with the ability to manage budgets and formulate policies.
