Overall Purpose of Role: To provide an advanced level of legal advice and representation in the field of <>. To provide decisive and effective supervision to the team in line with the council’s ‘Vision & Values’ and ‘Leadership Qualities’ that enables them to do their best work, resulting in high levels of people and organisational performance.

Key Job Activities:

Case Management (40%)

  • Manage a complex caseload of contentious and/or non-contentious legal matters.
  • Undertake complex assessments, investigations, evaluations, and analyses.
  • Conduct detailed legal research and make informed decisions.
  • Produce high-quality legal documents and communications.
  • Stay updated with emerging legislation and best practices.
  • Handle complex complaints and disputes.

Legal Advice & Representation (40%)

  • Provide advanced legal advice to Council officers and members.
  • Represent the Council at meetings, committees, forums, and court.
  • Fulfil statutory requirements and obligations.
  • Build and maintain professional relationships with clients and external bodies.
  • Provide legal advice on procurement activities and contract terms.
  • Guide staff in resolving complex legal matters.

Leading People (10%)

  • Matrix-manage approximately 5 staff members.
  • Provide supervision and direction to project support staff.
  • Collaborate with Managers to identify staff development needs and plan resources.
  • Facilitate technical upskilling and professional development.
  • Manage performance and encourage continuous improvement.
  • Develop positive and trusting relationships within and outside the team.

Supporting Change Projects & Legal Performance (10%)

  • Lead and support service programmes, projects, and improvement initiatives.
  • Establish and maintain governance, stakeholder engagement, and communication arrangements.
  • Ensure robust management and regular reporting of progress, benefits, risks, and issues.
