Principal Waste Contracts Officer (Procurement officer)

We are seeking a Principal Waste Contracts Officer to manage key, high-value waste contracts ranging from £3 to £10 million per annum. This role involves supporting the development of waste management services and planning and implementing operational service developments.

Day-to-day of the role:

  • Manage key waste contracts, including Treatment, Recycling, Energy from Waste (EfW), and Landfill contracts.
  • Lead major service development and procurement exercises.
  • Maintain effective partnerships and working relationships with statutory, voluntary, private agencies, District & Borough Councils, and communities to promote and meet the Council’s and Department’s services and objectives.
  • Support the performance management of services and teams through the departmental business planning process to drive continuous improvement in the delivery of Departmental and Service outcomes; monitoring and reporting on progress as required.
  • Prepare contract documentation, including contract specifications and invitations to tender, in accordance with EU legislation and County Council procedures.
  • Manage and monitor relevant waste budgets.
  • Identify and develop new commercial opportunities to generate income and manage costs effectively.

Required Skills & Qualifications:

  • Substantial equivalent experience in contract procurement and contract management of waste contracts.
  • Budget management, forecasting, and reporting for significant value budgets.
  • Interpreting and writing technical and non-technical reports and providing technical advice to stakeholders, including senior managers and elected members.
  • Strong stakeholder engagement and relationship-building skills.
  • Good knowledge of waste management legislation.
  • Strong working knowledge of Contract and Procurement legislation.
