Leicestershire County Council is seeking a dedicated Network Coordinator to join our Highways & Transport division. This role is crucial in supporting the delivery of the Council’s statutory responsibilities for network management, ensuring effective coordination of temporary activities on the highway network in accordance with regulations, statutory guidance, and codes of practice.
Day-to-day of the role:- Liaise with a wide range of stakeholders to manage enquiries, requests for information, negotiations, and disputes, ensuring timely resolution and feedback.
- Monitor and examine all regulatory statutory undertaker (street works) and Highway Authority (roadworks) notifications sent via the EToN to coordinate activities throughout the designated area.
- Process applications for permits and associated permit-variations to minimize and control their potential impact.
- Authorise appropriate traffic management provisions for all relevant works on the network.
- Oversee the Technician in processing NRSWA and Highways Act Licences, ensuring compliance, authorisation, and controls.
- Identify and apply non-compliance and enforcement through improvement notices and prosecutions.
- Oversee the application of penalties and charges related to prosecutions within the Street Works Register.
- Act as the primary contact for all works promoters during the coordination process, ensuring they understand their duties and minimize impact to the network.
- Report any identified issues within the Local Street Gazetteer, Street Works Register, or associated interfaces to the Network Manager for resolution.
- Ensure suitable traffic-management plans are in place for proposed temporary activities.
- Support the collection and analysis of Network Management data to evaluate service and network performance.
- Experience in network management or a related field, preferably within a governmental or regulatory environment.
- Strong understanding of regulatory frameworks and statutory guidance related to highways and transport.
- Excellent communication and negotiation skills, capable of effectively managing stakeholder relationships.
- Proficiency in handling technical reports and data analysis.
- Knowledge of traffic management legislation and practices.
- Ability to work independently and as part of a team, with a strong sense of responsibility and adherence to deadlines.
