Job Advert: HR Business ManagerMyn is excited to recruit a HR Business Manager on behalf of a local authority.Main Purpose of Position:Responsible to the Service Director (HR) & Monitoring Officer for providing high-quality human resources advice to Corporate Directors, Service Directors, other managers, elected members, and external stakeholders, supporting and empowering them to deliver the best possible service to the community.Direct and manage the HR Operations Team, liaising closely with the Business Manager (Strategy) and the Business Manager (Business Support) to improve service provision, increase efficiency, and establish a structure that meets current and future business needs.Provide an HR business partnering service to senior managers across the HR function and the Council, including deploying HR staff to address specific needs that may arise within other departments, in consultation with the relevant Corporate Directors or by supporting the Service Director (HR) & Monitoring Officer on corporate activities.Provide a high-level advisory service to managers and Members regarding corporate/complex employment law and employee relations issues, including consultation arrangements with the Trades Unions.As a HR Business Manager, you will be responsible for:
  • Providing high-level and expert advice, particularly on more complex and sensitive matters across the broad range of human resources, through functional teams.
  • Delivering a professional service to managers, customers, and elected members, in liaison with other Business Managers, which includes formulating HR business solutions that are fit for purpose and contribute to meeting both departmental, service, and client needs while delivering improved services.
  • Leading and managing the HR Operations Teams.
  • Supporting the development and implementation of service-led HR strategy and policy within the authority.
  • Acting as an interface between both the Strategic and Business Support HR functions with departments and external clients.
  • Advising on medium- and long-term HR issues as a member of the HR Management Team and assisting and supporting the Service Director in the day-to-day management of the service.
  • Ensuring that the Council's commitment to equality of opportunity is evident in all areas of HR activity.
Skills and Experience:
  • Substantial experience in managing and delivering high-quality human resources services in a large, complex organisation.
  • In-depth experience of budgetary management and project management.
  • Ability to communicate and engage effectively with individuals at all levels within the organisation, building strong working relationships with managers, and working cooperatively in partnership with trade unions and staff representatives.
  • Demonstrable resilience when dealing with difficult and challenging situations.
  • Capable of formulating and implementing a clear vision, exhibiting leadership and influencing skills to achieve positive performance outcomes at both a team and individual level while leading, motivating, and developing others.
  • Experienced in managing staff, budgets, and projects to meet targets and achieve positive outcomes.
  • Substantial knowledge of the human resources function and a detailed understanding of the employment law and employee relations framework within which it operates.
  • Chartered membership of the CIPD.
