Reed Recruitment is excited to recruit on behalf of our client for the role of Planning & Intelligence Manager. This position is crucial for developing and maintaining the overall performance management framework, including strategic and corporate planning processes. The successful candidate will lead the Planning and Intelligence team, driving performance improvement and identifying opportunities for efficiencies. This role is integral in supporting the Senior Leadership Team.

Main Duties and Responsibilities
  • Lead the strategic planning process, including the facilitation of an annual strategic assessment and assisting in the development of Community Risk Management Plans, Annual Plans, and business plans.
  • Oversee the Performance Management Framework, ensuring performance against agreed standards can be measured and improved.
  • Manage and provide policy guidance on strategic planning, community risk management, and performance matters in response to external policy consultation documents and new legislation.
  • Develop the organisation's approach to statistical analysis and intelligence, improving the timeliness, accuracy, and focus of performance information.
  • Support directorates in aligning their planning and performance management frameworks with the corporate framework.
  • Ensure the production of transparent and informative reports for the Senior Leadership Team.
  • Manage the team budget effectively and ensure high standards of financial management within the team.
  • Represent the organisation at external meetings and national functions as required.
Required Skills & Qualifications
  • A deep understanding of the key strategic issues facing local government and how intelligence informs planning and decision-making.
  • Proven experience in business/service planning within a multi-functional organisation.
  • Strong analytical skills with the ability to work with statistics and performance management data.
  • Excellent IT skills across all MS Office applications.
  • Ability to work independently, problem-solve creatively, and deliver high standards of work within tight deadlines.
  • Excellent communication, influencing, networking, and negotiating skills at all organisational levels.
  • Educated to Degree level or equivalent, ideally with a research or statistical element, or comparable relevant experience.
