  1. 1.     Background

This project addresses significant fire safety deficiencies and a substandard heating/hot water system at HMP Lincoln.

The fire safety improvements will bring the facility into compliance with the latest MoJ and British Standards by addressing:

  • Lack of in-cell fire detection.
  • Sub-standard fire alarm installations.
  • Inadequate means of smoke ventilation in accommodation areas.
  • Issues with emergency lighting.
  • general alarm and cell call system.

The legionella heating project aims to:

  • Deliver a primary heating/hot water distribution system that meets MoJ and BS standards.
  • Enhance the welfare of prisoners and staff.
  • Improve living and working conditions.
  • Increase system efficiency and reliability.
  • Reconnecting to the existing 3 no packaged plant rooms and 1 fire fighting PPR.

2. Scope of Service

  • Attend site for an average of 40 hours per week, in alignment with programmed site activities.
  • Works period: 01/02/2024 to 01/07/2024, with potential extensions for future phases expected until end of 2027.
  • Expenses are included in the hourly rate.

3. Facilitation

  • Act as the on-site liaison between Client Representative, consultants, contractor, and prison staff to ensure the project is delivered on time, within budget, and with minimal disruption to prison operations.
  • Assess forward plans and ensure risk assessments and method statements are in place, with all stakeholders informed and committed.
  • Liaise with the prison’s Works Department to resolve any project-related concerns.

4. Quality Assurance and Oversight

Daily Oversight and Monitoring:

  • Maintain a detailed site diary to record daily activities, incidents, and discussions, including photographs where relevant.
  • Conduct regular site inspections to ensure compliance with project drawings, specifications, and good building practices.
  • Identify defects, propose corrective actions, and maintain a log of findings.

Review and Inspections:

  • Monitor workmanship and construction against drawings, specifications, and relevant standards.
  • Witness pressure tests and commissioning activities for heating, fire safety, and other systems.
  • Validate that fire safety installations meet design and safety standards, including compliance with MoJ technical requirements and BS standards.

Documentation and Reporting:

  • Provide weekly brief reports to Client Representative summarising:
    • Daily site activities and key inspections.
    • Health and safety issues.
    • General progress and observations.
    • Design issues and mitigation.
  • Deliver monthly reports to the Client Representative, covering:
    • Overall site progress against the program.
    • Quality of workmanship and compliance with specifications.
    • Health and safety observations.
    • Identified delays or issues.
    • Design concerns and resolutions.
  • Review and comment on contractor submissions, including monthly reports and handover documents (e.g., O&M manuals).

Snagging and Handover:

  • Conduct snagging inspections and ensure all defects are rectified before handover.
  • Produce a Practical Completion Report detailing unresolved issues or defects to the Client Representative.

Liaison and Coordination:

  • Input into meetings with the Contractor and SLO to align construction activities with operational needs.
  • Facilitate discussions and agreement on method statements that directly affect prison operations.

5. Health, Safety, and Compliance

  • Review and comment on site-specific health and safety issues, ensuring compliance with the Health and Safety at Work Act (1974), CDM Regulations (2015), and other relevant legislation.
  • Monitor and address any observed safety violations or poor-quality workmanship on-site.
  • Check and sign Building and M&E Day Work Sheets weekly.
  • Ensure health and safety checks and procedures are completed prior to the commencement of works.

6. Professional Conduct

  • Previous experience in high security environment is preferred. 
  • Professional membership of ICWCI (Institute of Clerks of Works and Construction Inspectorate) or similar is desirable.
  • Adhere to strict confidentiality protocols within the prison environment, ensuring no information is disclosed to unauthorised individuals.
  • Demonstrate effective communication and always maintain a professional demeanour.
  • Comply with all statutory requirements, company policies, and operational guidelines.
  • Undertake additional duties as reasonably requested.
  • Present a professional approach in terms of conduct, appearance, and punctuality.
