Spinwell is recruiting for a Finance Business Partner for an excellent opportunity within the public sector.

RESPONSIBILITIES OF FINANCE BUSINESS PARTNER

To provide an effective financial management service for a designated segment of Lincolnshire Police, by adopting a business partnering approach and become a fully integrated member of the relevant Senior Leadership Team.

To prepare monthly management reports for discussion with budget holders; and in conjunction with the budget holder produce an accurate forecast outturn position each month.

To advise and assist budget holders with a plan for corrective action if a budget overspend is forecast; and to assist the budget holder to implement the plan and monitor progress.

Conduct regular reviews with assigned budget holders (for revenue budgets and capital projects) to ensure accurate monitoring and challenge is undertaken.

To work with budget holders and project managers to develop a budget for their designated areas for inclusion in the annual budget setting process and to proactively identify cash and efficiency savings as part of that process.

To provide regular advice and training to budget holders in respect of the Finance, Procurement and Contract Regulations to assist them in effectively managing their budgets.

To provide a comprehensive financial evaluation for all future service developments, which includes consideration of funding source, affordability and value for money. This will include a sound financial evaluation appropriate to the level of investment and include DCF evaluation techniques if appropriate.This will also include preparation of the financial evaluation sections of both decision reports and business cases, which will clearly identify funding source and financial benefits, both cashable and non-cashable.

To consider and advise on commercial and taxation (e.g. VAT) aspects of future service developments, particularly in respect of capital developments, which may impact on affordability.

To ensure month end close is completed in line with deadlines, including reviewing the calculation and posting of prepayments and accruals as prepared by the Assistant Accountant (FM&S).

To support the Finance Manager (FM&S) in the continuous development of financial reports which meet the needs of budget holders, senior managers and Chief Officers in carrying out effective financial management across the organisation.

To assist the Finance Manager in ensuring the integrity of financial reporting systems by ensuring that the budget reporting hierarchy is maintained and conducting regular reviews of processes and the underlying data. Identified financial errors or omissions to be rectified in an appropriate manner

To provide outturn statements and analyses as required for inclusion in the production of the annual financial statements.

To produce notes to the accounts as appropriate, for inclusion in the statutory financial statements.

Liaise with relevant stakeholders for the financial accounts, including internal and external auditors and the Joint Internal Audit Committee.

Demonstrate the Force values at all time. All staff involved in carrying out functions in this role will do so in accordance with the principles of the Code of Ethics. SKILLS/EXPERIENCE OF FINANCE BUSINESS PARTNER

Full AAT /Part-qualified CCAB accountant

5-10 years significant experience in a Finance Business Partner or Management Accountant Role.

Provision of financial advice, in person and in writing, to non-financial managers

Experience of working within a multidisciplinary project team as the financial representative.

Experience of public sector finances, including the control environment for public sector spending. Police or Local Authority experience preferred.

Proven skills at interrogating financial systems and generating/extracting reports

Excellent analytical skills

Excellent skills with Microsoft Word, Excel, including financial modelling, and Outlook
