Interim Procurement Manager - Regeneration

Location: Remote (1 Day per month in East Mids)

Contract: Interim/ongoing

Our client, a local authority in the East Midlands, is seeking an Interim Procurement Manager - Regeneration to support its Transformation Unit. This role will provide high-quality and cost-effective procurement and contract management support to the Project Management Office (PMO), ensuring the successful delivery of regeneration projects within time, budget, and strategic objectives.

Key Responsibilities

  • Provide strategic direction and leadership in all regeneration-related procurement activity, ensuring compliance with Public Contract Regulations and future legislative changes.
  • Oversee procurement for complex works and consultancy agreements, ensuring value for money and alignment with Contract Procedure Rules, Financial Regulations, and the Procurement Strategy.
  • Lead on public sector procurement for major regeneration projects, supporting the PMO in delivering cost-effective and efficient solutions.
  • Provide expert procurement advice and guidance to internal stakeholders, ensuring procurement processes are robust, legally compliant, and aligned with best practice.
  • Develop and implement procurement strategies that support the Council's wider regeneration and transformation objectives.

About You

  • Extensive experience in public sector procurement, particularly in regeneration and capital projects.
  • Strong knowledge of Public Contract Regulations and local government procurement frameworks.
  • Demonstrable expertise in leading complex procurements, including works contracts and consultancy agreements.
  • Ability to provide strategic leadership while maintaining a hands-on approach to procurement processes.
  • Strong stakeholder engagement and influencing skills, with the ability to advise and guide project teams.
  • Experience in contract management and supplier performance monitoring.
  • A relevant procurement qualification (e.g., CIPS or equivalent) is desirable.
