Commercial Interim (Programme Manager – Leisure and Culture)Duration: 6 months initially, likely extensions beyond thisRate: Competitive daily rates, Inside IR35Flexible Remote and Hybrid Working ArrangementsInterviews to be scheduled for w/c 20th January  The postholder will have a programme management role in providing leadership to the council to deliver a measurable programme of activity to deliver a re-designed, re-structured, assured and governed commercial leisure and culture offer.This role involves visiting venues, assessing staff, conducting diagnostics, identifying change leaders, and embedding with teams. You must have a proven track record of delivering change within traded services such as leisure and culture. This role focuses on change management, including scoping how the service evolved to its current state and defining steps to move forward, with a strong emphasis on commercialising within the leisure and culture space. Responsibilities:• You will be responsible and accountable for the diagnostic, re-design, re-structure, development and implementation of the new operating model and staffing structure in the commercial Leisure and Culture Offer• You will be responsible for delivering a robust financially sustainable traded offer for Leisure and Culture• You will be part of the council’s senior management team and directly work with and advise both the Senior Leadership Team and the Transformation Team Key Principles:• We are the community place lead and commercial sector in the way we operate and in everything we do – we will be the best of public sector and commercial sector• Optimising income through all trading• Recognise and development of new products, offer, sales and customer processes, information, advice and guidance, supported by a competitive and productivity assessment• Cost focus for the operational model, inc. skills mix, 3rd Party spend, integration not co, demand management and technology inc. non-direct costs marketing/property• Understand and continuously evaluate income, cost, return, social value alongside a market assessment• Clear financial, performance and social outcomes• Medium Term Financial Plan alongside strategic plan• People, capacity and skills, developing a commercial culture whilst understanding community need• Community and commercial brand• Develop a single integrated team delivering our values and our distributed leadership model• Enrich the health, safety, and well-being of our staff• Provide consistent and excellent customer experience through a One Council Team• Develop and invest in our people and offer, to be the best• Take an evidenced and intelligence-based approach
