Job Overview

Liverpool City Council is seeking an experienced Group Finance Manager (Capital) to join our Finance & Resources team. This is a business-critical role responsible for overseeing capital finance, ensuring effective budget management, financial planning, and statutory compliance. The successful candidate will play a key role in financial strategy, business planning, and ensuring robust financial governance across the Council's capital investment programme.

Key Responsibilities
  • Lead the financial management of capital budgets, ensuring compliance with financial regulations and statutory accounting codes.
  • Work closely with service managers, senior leadership, and elected members to provide financial advice and strategic guidance.
  • Assist in the preparation of the Medium-Term Financial Plan, corporate strategies, and annual revenue and capital budgets.
  • Oversee the closure of accounts process, ensuring compliance with professional accounting standards.
  • Provide regular financial reporting and budgetary control information to stakeholders, including senior management and Members.
  • Identify and manage external funding opportunities, overseeing financial bid preparation and grant submissions.
  • Develop and enhance accounting procedures, financial performance systems, and business processes to drive efficiency and effectiveness.
  • Liaise with Internal and External Auditors to address audit findings and ensure financial integrity.
  • Deliver financial training to non-financial managers to improve budget management and financial awareness.
  • Contribute to the corporate performance management agenda, including risk management and service planning.
Requirements
  • Fully qualified accountant (CCAB, CIPFA, ACA, ACCA, CIMA) with strong capital finance experience in a local authority or public sector environment.
  • Proven ability to manage large-scale capital budgets and complex financial frameworks.
  • Excellent knowledge of local government finance regulations, accounting standards, and financial governance.
  • Strong leadership skills with experience managing finance teams and high-profile projects.
  • Exceptional analytical, strategic thinking, and problem-solving abilities.
  • Ability to influence and communicate effectively with senior stakeholders, including elected Members.
  • Experience in developing financial policies, systems, and reporting tools to improve decision-making.
