Interim Head of Capital Projects & FM

Location: North West (Hybrid Working)

Contract: Interim/Ongoing

Day rate: £600-700 Per Day DOE

Our client, a local authority in the North West, is seeking an Interim Head of Capital Projects & Facilities Management to lead the facilities management, capital delivery, and health & safety compliance across the council's asset portfolio. This role will be key in shaping and delivering a corporate landlord model, managing multiple FM programmes, and ensuring strategic, operational, and statutory compliance.

Key Responsibilities

  • Oversee FM services across all council and school sites, ensuring compliance with statutory and operational requirements.

  • Lead the corporate and schools capital works programme, including both major schemes and minor works projects.

  • Work closely with senior leadership to shape and implement a corporate landlord model and deliver an estates strategy, including a disposal programme.

  • Ensure all assets comply with H&S regulations, statutory compliance, and planned preventative maintenance programmes.

  • Monitor, review, and drive performance improvements across facilities and capital projects.

  • Work closely with internal teams, senior leadership, and external partners to align asset management with the council's wider goals.

About You

  • Management qualification or equivalent.

  • IWFM (Institute of Workplace and Facilities Management) qualification.

  • NEBOSH (National Examination Board in Occupational Safety and Health) qualification.

  • RICS (Royal Institute of Chartered Surveyors) qualification is desirable.

  • Extensive experience in property and facilities management, health & safety compliance, and capital project delivery.

  • Proven track record in performance management of complex services at a senior level.

  • Strong understanding of the corporate landlord model and experience in its implementation.

  • Experience managing major capital works programmes and building maintenance/security in local government or the public sector.

  • Knowledge of policy, legislation, and strategic challenges within asset management.
