Representing over 3,000 members in Wales, the CLA's goals are to protect and shape the future of the Rural Landscape. From Welsh agriculture, regeneration of the rural economy, improving the Welsh planning system and working with Members of both the Senedd and Welsh MPs to shape policyYour new rolePolicy

  • Supporting the senior policy adviser on land use and rural economic development relevant to the CLA members.
  • Developing CLA policy on land use and rural economic development working with CLA colleagues and members on the development of policy as appropriate.
  • Proactively engaging with Government on policy matters of importance to CLA members.
  • Responding to Government and other consultations, strategies and reviews related to expert policy areas.
  • Supporting the delivery of the Polisi Cymru committee, including preparation of papers, presentations and all follow up actions. Attending other CLA Policy meetings and Branch meetings as required.
  • Attending internal and external meetings and stakeholder groups on a Wales and UK level as required.
  • Providing briefings, briefing notes, guidance notes, handbooks, policy papers and reports on matters within the portfolio as required.
  • Providing talks and presentations on matters within the portfolio as required.
  • Leading or supporting CLA Campaigns on relevant policy areas.
  • Having a general understanding of all areas of CLA Policy.
  • Keeping the CLA website up to date on your expert policy areas.

Advice

  • Advising members on relevant matters verbally or in writing as appropriate.
  • Ensuring advice given is accurate and provided in a timely manner in accordance with CLA applicable instructions and CLA Service Standards.

Lobbying and Media

  • Proactively participate in the CLA's lobbying and media activities, including the drafting of media releases.
  • Act as a media spokesperson as required.
  • Representing the CLA on speaking platforms as required.
  • Liaising with civil servants, politicians and other key stakeholders as required.

Marketing

  • Proactively participate in the CLA's marketing activities, in conjunction with the Regional Director and Communications Manager, including the drafting of technical papers, magazine articles, and online news features.

What you'll need to succeed

  • Knowledge across a breadth of policy areas relevant to land use and rural issues, to include (but not limited to) at least the following:

Agriculture and Land Use IssuesPlanning and InfrastructureRenewable energy development

  • Thorough understanding of devolution and Welsh Government approach to policies affecting land use and rural businesses
  • Excellent report-writing skills, with the ability to develop proactive policy, papers and articles with which to lobby government
  • Knowledge of policy development process

(Essential)

  • Experience of writing and or critiquing government policy
  • Experience of responding to government policy consultations
  • Chartered Surveyor (or working towards chartership)
  • Experience of working with and advising farmers, foresters and other land managers on a breadth of land use issues
  • Understanding of issues related to future agriculture policy and legislation

(Desirable)Interpersonal skills:

  • Excellent communication skills and team player
  • Ability and confidence to communicate at a strategic level with a wide range of policy advisers and decision makers
  • Ability to discuss matters with members of all segments of the CLA's membership
  • Ability to make a compelling case both verbally and in writing
  • Self-motivation and an ability to work on your own initiative

Rural Knowledge

  • Understanding of CLA purpose and ambitions (desirable)
  • Demonstrate an understanding on the range of issues affecting rural land managers and businesses (Essential)

Other:

  • Welsh Language Skills (Desirable)
  • Full driving licence and ability to travel throughout Wales (Essential)
