Head of Finance (12-Month Maternity Cover) - Central Government

Salary: 65,000-70,000 per annum
About the Client:
We are working with a non-ministerial government department that plays a pivotal role in supporting effective decision-making across the UK government and the wider public sector. This is an exciting time to join the department as they set out their five-year strategy, focus on financial transformation, and prepare for the transition to a new finance system. This maternity cover role offers an excellent opportunity to lead financial management within an arm's-length body (ALB) of central government.
The Role:
As Head of Finance, you will report to and support the Director of Finance and Operations. You will be responsible for leading the Finance team through a period of significant change, including the implementation of a new finance system and managing key financial processes. This role will allow you to leverage your technical expertise in financial accounting, reporting, and stewardship, whilst also providing leadership in a dynamic, government-focused organisation.
Key Responsibilities:
- Lead the Finance team through the transition to a new finance system, ensuring alignment with government accounting standards and best practices.
- Act as the main contact for NAO and GIAA, overseeing audit activities and ensuring timely and accurate preparation of the annual report and accounts.
- Manage external financial reporting to HM Treasury and the Cabinet Office, including Main and Supplementary Estimates, transparency returns, and spending controls.
- Provide expert financial advice on complex accounting and budgeting matters, ensuring robust financial controls and the safeguarding of public money.
- Support the Executive Committee and Board by providing high-quality financial information and advice to inform decision-making.
- Champion best practices in financial reporting and ensure sound financial management across the organisation.
- Lead and support the development of a high-performing finance team, encouraging collaboration and professional growth.
- Act as the deputy for the Director of Finance and Operations, stepping in to lead in relevant areas when required.
Essential Experience:
- Significant experience in financial accounting and reporting, ideally within the government or public sector.
- Proven track record in leading finance system transitions, ensuring compliance with government accounting standards.
- Extensive experience in external financial reporting to key stakeholders such as HM Treasury and the Cabinet Office.
- Strong leadership skills, with the ability to develop and manage a high-performing finance team.
- Expertise in providing technical financial advice on complex matters, with a focus on governance and compliance.
- A thorough understanding of managing audit processes and external relationships with bodies like NAO and GIAA.
