We are seeking a highly skilled Housing Fraud Investigations Manager to lead a dedicated team tackling tenancy fraud, unlawful subletting, and unauthorised occupation. This is a crucial role in ensuring council housing stock is protected, tenancy fraud is prevented, and properties are recovered efficiently.
As the lead investigator, you will develop and implement robust fraud prevention strategies, oversee investigations, and ensure legal action is taken where necessary. You will also work closely with housing, legal teams, external enforcement agencies, and local authorities to maximise service impact.
Key Responsibilities
路Lead a team of Housing Fraud Investigation Officers, ensuring effective case management.
路Conduct data-gathering exercises to identify fraudulent activity and unauthorised subletting.
路Oversee investigations and ensure appropriate action is taken to recover properties and prosecute offenders.
路Implement and manage fraud deterrence campaigns, including key amnesties and social media awareness initiatives.
路Ensure all investigations comply with the Housing Act, Police and Criminal Evidence Act (PACE), Regulation of Investigatory Powers Act (RIPA), and Data Protection laws.
路Instruct legal services and monitor court proceedings to recover properties swiftly.
路Present evidence at court hearings and tenancy fraud cases, ensuring a legally sound and professional approach.
路Prepare detailed reports on financial savings and tenancy recoveries, demonstrating the impact of fraud prevention initiatives.
路Provide training to housing teams, elected members, and residents to raise awareness of tenancy fraud.
路Work collaboratively with internal departments, police, social services, and legal teams to enhance investigation outcomes.
About You
路Extensive experience in housing fraud investigations, tenancy enforcement, or fraud prevention.
路Strong understanding of housing legislation, tenancy law, and judicial processes.
路Experience of presenting evidence in court and legal proceedings.
路Knowledge of best practices in fraud detection, data analysis, and compliance with investigative laws.
路Excellent investigative and analytical skills, with the ability to manage complex caseloads.
路Strong communication and leadership skills to engage with stakeholders, legal teams, and housing officers.
路Ability to develop and implement fraud prevention strategies to safeguard housing stock.
路Degree-level qualification or equivalent experience in fraud investigation, housing, or law enforcement.
路Housing-related qualification (e.g., CIH Level 4/5) is desirable but not essential.
