This is an exciting opportunity to play a pivotal role in delivering complex regeneration and development projects that will shape the future of the borough, creating new homes, schools, and community facilities while driving economic growth.Location: West LondonDepartment: EconomyReports to: Head of DevelopmentFulltime - 3 -6 Months initally Rate: £500 per day Umbrella Responsible for: Development Manager and Development OfficerAbout the Role:As the Senior Development Manager, you will lead the coordination, management, and implementation of high-profile assets and growth projects. You will ensure the successful delivery of mixed-tenure schemes, from planning approval through to pre-construction, delivery, and handover. This role requires a strategic thinker with a proven track record in delivering complex regeneration projects, managing multidisciplinary teams, and driving innovation in design and sustainability.Key Responsibilities:
  • Act as the lead client on complex projects, ensuring delivery on time, within budget, and to the highest quality standards.
  • Drive the delivery of new housing, schools, and community facilities, securing planning approvals and capital receipts.
  • Develop and implement options for the physical development and regeneration of Council-owned sites, incorporating high-quality design and sustainability standards.
  • Procure development and regeneration projects, ensuring best practices in design, construction, and innovation.
  • Manage integrated project teams, including consultants and solicitors, to ensure compliance with internal policies and procedures.
  • Oversee projects through the planning process, including Section 106 agreements.
  • Advise on procurement strategies, whole-life costs, and risk management for new-build developments.
  • Manage delegated budgets, ensuring effective monitoring and control of costs, time, quality, and safety.
  • Lead project risk management exercises and report to senior leadership on potential risks to budget, programme, and outputs.
  • Maintain strong relationships with stakeholders, including residents, schools, community groups, and external partners.
  • Ensure compliance with funding requirements from Homes England, GLA, and other key funders.
  • Draft corporate policy papers and present to Project Boards and Director-level stakeholders.
  • Line manage and mentor team members, including Development Managers and Consultation Officers.
About You:To succeed in this role, you will need:
  • A relevant degree in construction, development, or regeneration (or equivalent experience) and evidence of continuous professional development (minimum 5 years).
  • Membership of a professional body such as RICS or CIOB.
  • Proven experience in delivering complex regeneration and development projects from inception to completion.
  • Strong project management skills, with the ability to manage technically complex projects impacting residents and stakeholders.
  • Expertise in procurement, design, and construction technology, with a strong understanding of housing strategy and Health & Safety regulations.
  • Experience in managing budgets, cost control, and multidisciplinary project teams.
  • Excellent negotiation, communication, and stakeholder management skills.
