About Our Client:

Our client, a London Borough Council, is seeking an experienced Interim Capital Delivery Manager to contribute to the planning, procurement, and management of their Capital Delivery Programme. With a budget of approximately £27 million, the programme encompasses a wide range of capital works, including general building works, fire safety works, and mechanical and electrical works. You will be joining a dedicated Capital Delivery Team of professionals responsible for delivering work packages through various procurement methods.

Responsibilities:

As the Interim Capital Delivery Manager, you will play a pivotal role in supporting and guiding our client's Capital Delivery Team. Key responsibilities include:

  • Ensuring a best practise approach to the delivery of capital schemes
  • Contributing to the planning, procurement, and management of the capital works programme
  • Allocating work effectively using both internal and external resources for successful programme delivery
  • Monitoring scheme progress, quality, spending, resident satisfaction, and risks, providing regular updates
  • Overseeing performance management of contractors and technical consultants
  • Contributing to finance reports, including cash flow forecasting and budget returns
  • Providing technical support in accordance with the current legal framework, including Building Safety Act and fire safety regulations
  • Contributing to ongoing procurement projects, including setting KPIs, developing specifications, and evaluation criteria
  • Assisting in the updating of business processes to align with new contracts

Essential (Knowledge, skills, qualifications, experience):

To be successful in this role, you should have:

  • Proven knowledge and experience in delivering capital projects and programmes within the public sector housing management
  • Budget management skills
  • Strong understanding of the design development and construction process from RIBA 0 to stage 7
  • Educational background at degree level and/or significant relevant professional experience
  • Working knowledge of fire and building safety regulations and awareness of recent legislative changes

Desirable (Knowledge, skills, qualifications, experience):

Candidates with the following will be at an advantage:

  • Experience working with geographically based major works contracts
  • Familiarity with technical consultancy frameworks, lift installation frameworks, and mechanical and electrical frameworks
