Job Title: Social Care Commercial Manager

Location: Westminster

Rate: £500/day

Role Overview:

Join the Council's Procurement Service to lead complex and high-value tenders, often exceeding EU thresholds. You will play a crucial role in supporting the Council's commercial needs, demonstrating strong commercial awareness and technical expertise.

Key Responsibilities:

  • Lead high-value tenders from initiation to contract mobilisation.
  • Provide informed advice to commissioners and budget holders.
  • Utilize Social Care sector knowledge to understand relevant products/services.
  • Collaborate with legal and subject matter experts to develop contracts and KPIs.
  • Prepare procurement strategies based on research and findings.
  • Drive operational efficiency and improvements.
  • Integrate sustainability and social value into the tender process.
  • Ensure specifications and outcomes are clearly defined.
  • Develop evaluation models for best value and compliance.
  • Support contract mobilisation and manage risk throughout the tendering process.
  • Maintain effective communication with stakeholders and suppliers.
  • Use e-procurement tools and contribute to their development.
  • Foster a competitive environment in procurement activities.

Experience Required:

  • Proven experience in Social Care procurement.
  • Background in procurement, finance, or commissioning.
  • Ability to create technical requirements and specifications across various services.
  • Strong understanding of the end-to-end tender process and PCR regulations.
  • Skilled in relationship-building with stakeholders and external organizations.
  • Experience in structured or project-based environments.

  • Strong delivery and time management skills.
  • Excellent communication abilities and report writing skills.
  • High commercial acumen and financial literacy.
  • Proficient in MS Office (Word, PowerPoint, Excel).
